You will serve as a SUPERVISORY PROGRAM MANAGER in the TECHNICAL BRANCH, SHIP INTEGRATION BRANCH of STRATEGIC SYSTEMS PROGRAMS.
Duties
You will serve as the Principal for the COLUMBIA/DREADNOUGHT Class Portfolio and as a Subject Matter Expert (Principal SME) for all matters pertaining to program and financial management including scheduling, contracting, and risk management.
You will coordinate with stakeholders external to SSP regarding assigned programs/projects.
You will use professional and analytical knowledge of Contract Management, Earned Value Management (EVM) (contract/procurement processes and performance analysis), acquisition management policies, practices, and application in Navy Programs.
You will function as the subject matter expert with responsibility for Program fiscal evaluation studies and development of new methods and procedures to measure program accomplishments, results, and effectiveness.
You will make determinations on resources, facilities, and support activities to accomplish program objectives.
You will support Program acquisition and life cycle objectives, including direction and coordination of Program requirements, Program Plans, and procurement management with stakeholders.
You will be responsible for leading and directing new contracting efforts such as procurement requests, requests for proposals (RFP), proposal analysis, and supporting negotiations.
You will serve as the point of contact with sponsors, the financial management community, and cognizant elements of higher authority for all matters pertaining to financial resources management, planning, control, administration and execution.
You will assign work to subordinates based upon priorities, selective consideration for the difficulty and the requirements of the assignments and the capabilities of the employees.
You will interview candidates for positions, making recommendations and decisions for appointment, promotion or reassignment involving such positions.
You will identify developmental and training needs of employees, providing or making provisions for such development or training.
You will assign responsibilities to staff, Navy laboratories, university research centers, and contractors and defines the scope of effort assigned to each activity and their inter-relationships.
You will review and evaluate the work of employees by application of procedures prescribed by performance objectives/elements.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NH-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning, programming, budgeting, and execution of financial resources, risk management and conducting tradeoffs of technical, schedule, cost requirements, and working across stakeholders and solving complex programmatic problems for submarine or naval ship programs.
