Duties

You will serve as Subject Matter Expert (SME) for environmental compliance products and services in support of drinking water, storm water, and wastewater. You will provide technical expertise in complying with all drinking water, storm water, and wastewater while ensuring all applicable environmental compliance regulatory rules and policy requirements are followed. You will use mastery of advanced concepts, principles, and practices of environmental engineering in order to develop technical requirements, prepare justifications, and/or provide technical expertise to leadership and other activities. You will apply a wide range of environmental laws and regulations in order to provide expert technical advice and assistance on the interpretation and applicability of current federal, state, regional, and local policies and directives. You will apply expertise in working with environmental programs to review plans, designs, and specifications for improvement, alteration, and/or construction of facilities. You will provide environmental compliance related technical guidance to ensure technical feasibility of scopes of work and help solve compliance issues at installations, Facilities Engineer Commands (FECs) and HQ. You will maintain familiarity with changes in regulations and industry standards that affect compliance and review and comment on new rules.

  • For GS-13 applicants, this position requires current registration as a Professional Engineer (PE) from any state, the District of Columbia, Guam or Puerto Rico. You must provide a copy of your current registration with your application.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

GS-13: This position has a selective placement factor (SPF) that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE). Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. If you meet this requirement, you must provide a copy of your current registration with your application. A copy of a wall certificate that does not show current registration status will not serve to verify you meet this requirement. GS-13: In addition to the SPF and basic requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Serving as a Subject Matter Expert (SME) for environmental compliance products and services in support of drinking water, storm water, and wastewater. This requires technical expertise in complying with all drinking water, storm water, and wastewater environmental compliance regulatory and policy requirements [(i.e. Safe Drinking Water Act (SDWA), Clean Water Act (CWA), Overseas Environmental Baseline Guidance Document (OEBGD), Final Governing Standards (FGS), Navy Environmental Readiness Program Manual (OPNAV 5090)], and related regional and local environmental requirements; 2) Exhibiting mastery of advanced concepts, principles, and practices of environmental engineering to serve as a senior Subject Matter Expert (SME) for environmental compliance in order to develop technical requirements, prepare justifications, and/or provide technical expertise to leadership and other activities; 3) Applying a broad understanding of a wide range of environmental laws and regulations to be able to provide expert technical advice and assistance on the interpretation and applicability of current federal, state, regional, and local policies and directives; and 4) Applying expertise in working with environmental programs to review plans, designs, and specifications for improvement, alteration, and/or construction of facilities. For GS-12: In addition to the basic requirements your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Researching federal and/or state environmental laws/regulations in order to integrate environmental factors into facilities and operations; 2) Assisting higher graded engineers in interpreting environmental legislation and regulations to determine potential impact on facility operations; 3) Providing support for the planning, design and execution process to complete environmental projects; and 4) Gathering data and input for a wide variety of written studies, reports, procedures, plans, correspondence, and/or briefing materials to ensure effectiveness of environmental projects. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
