You will serve as an Environmental Engineer in the Environmental Compliance Branch, of Naval Facilities Engineering Systems Command (NAVFAC) Atlantic. This is a developmental position with a full performance level of GS-13. Applications will be accepted at the GS-12 and GS-13 grade levels.

Duties

1) You will serve as Subject Matter Expert (SME) for environmental compliance products and services in support of drinking water, stormwater, and wastewater.  This requires technical expertise in complying with all drinking water, 1) Continued: stormwater, and wastewater environmental compliance regulatory and policy requirements including Safe Drinking Water Act (SDWA), Clean Water Act (CWA), Overseas Environmental Baseline Guidance Document (OEBGD), 1) Continued: Final Governing Standards (FGS), Navy Environmental Readiness Program Manual (OPNAV 5090), and related regional and local environmental requirements. 2) You will use mastery of advanced concepts, principles, and practices of environmental engineering to serve as a senior Subject Matter Expert (SME) for environmental compliance in order to develop technical requirements, 2) Continued: prepare justifications, and/or provide technical expertise to leadership and other activities. 3) Applying a broad understanding of a wide range of environmental laws and regulations to provide expert technical advice and assistance on the interpretation and applicability of current  federal, state, regional, and local policies and directives. 4) You will apply expertise in working with environmental programs to review plans, designs, and specifications for improvement, alteration, and/or construction of facilities. 5) You will provide environmental compliance related technical guidance to ensure technical feasibility of scopes of work and help solve compliance issues at installations, Facilities Engineer Commands (FECs) and HQ. 6) You will maintain familiarity with changes in regulations and industry standards that affect compliance and review and comment on new rules.

Qualifications

Are you an environmental compliance expert working with the Clean Water Act or Safe Drinking Water Act or are you interested in becoming one? We are looking for an engineer (of any discipline) who is either a registered PE, or interested in becoming one, who is also interested in assisting the Navy with storm water/drinking water/waste water compliance work across the United States, Europe, Africa, and the Middle East. In this position you will have the opportunity to travel the globe while executing projects and inspections and overseeing contractors doing the same. You will have the opportunity to write and to review Storm Water Pollution Prevention Plans, Slug Prevention Plans, Drinking Water Sampling Plans, and a variety of other documents and designs related to storm water, drinking water, and waste water compliance issues. In time, you will gain the experience to become a subject matter expert in these programs and will work with and support other program managers within their respective regions or at their installations. FOR GS-13: This position has a selective placement factor (SPF) that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE). If you meet this requirement, you must provide a copy of your current registration with your application. A copy of a wall certificate that does not show current registration status will not serve to verify you meet this requirement. For GS-13: In addition to the SPF and basic requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Applying federal and/or state environmental laws/regulations in order to integrate environmental factors into facilities and operations; 2) Interpreting environmental legislation and regulations to determine potential impact on facility operations; 3) Utilizing the planning, design and execution process to complete environmental projects; and 4) Developing a wide variety of written studies, reports, procedures, plans, correspondence, and/or briefing materials to ensure effectiveness of environmental projects. For GS-12: In addition to the basic requirements your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Researching federal and/or state environmental laws/regulations in order to integrate environmental factors into facilities and operations; 2) Assisting higher graded engineers in interpreting environmental legislation and regulations to determine potential impact on facility operations; 3) Providing support for the planning, design and execution process to complete environmental projects; and 4) Gathering data and input for a wide variety of written studies, reports, procedures, plans, correspondence, and/or briefing materials to ensure effectiveness of environmental projects. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
