You will serve as a SUPERVISORY QUALITY ASSURANCE SPECIALIST in the Quality Assurance Department of SUPSHIP GULF COAST. You will be the Senior Site Quality Manager and be the first or second level supervisor for all Quality Assurance personnel and has the responsibility to advise and counsel employees, resolve grievances and complaints, and ensures employees receive adequate training.

Duties

You will be responsible for long range planning, developing and implementing the Site’s Quality Assurance program and goals to ensure that contractual obligation have been met. You will be responsible to the Director/Deputy for interpreting broad policy guidance of higher authority into policies, procedures and systems which will ensure that Naval Ships built and overhauled by the contractor meet contact requirements. You will design a quality assurance plan that includes a surveillance plan, special projects, quality related studies and investigation of quality problems related to the quality of products or the contractor’s quality program. You will plan, organize, develop, evaluate and implement changes necessary to ensure quality assurance program which will provide, on a continuing basis, quality information for ascertaining that contractual requirements are met. You will maintain familiarity with a variety of requirements and specifications such as contracts, build and performance specifications; functional and detailed drawings; Commercial, Government and Military instructions, directives and standards. You will carry out Equal Employment Opportunity (EEO) policies and communicate support to subordinates; assuring equality in determining qualifications, selections, assignments, training, promotions, details, discipline and awards to employees. You will continually monitor the capability of the builder’s processes, regularly audits their in-process execution and inspects the final products produced. You will utilize specialized electronic databases, providing detailed and retrievable documentation of all quality and performance aspects observed. You will prepare reports and maintain records of work accomplishments and administrative information as required and coordinate the presentation and communication of work-related information. You will communicate the command’s strategic plan, mission, vision and values to the team and assures they’re integrated into the team’s individual strategies, goals, objectives, surveillance and sampling plans. You will make decisions on such major matters as the desirability of changes in division organizational structure, delegated authority and the particular changes to be effective. You will serve as the Quality Assurance Directorates principal authority to the assigned Project Offices on quality assurance matters related to the functional areas.

  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing quality assurance programs to ensure the implementation of quality policies, procedures, or standards in support of shipbuilding requirements.
