This position is located in the Small Business Administration, Office of Veterans Business Development in Washington, D.C. The incumbent manages the performance, budget, contracts and grants relationships for the development and management of Boots to Business.

Duties

Directs the day-to-day management of the Boots to Business (B2B) program; directs and manages efforts to research, analyze, develop, and implement agency-wide policies, standards, and procedures to effectively strengthen the B2B program in the Agency. Develops and implements short- and long range goals and objectives, operating procedures, standards, and goals for leveraging resources through a variety of public and private partnership resources designed to enhance the delivery of the Boots to Business (B2B) curriculum. Regularly engages the Department of Defense, Labor and Veterans Affairs; all military services and their U.S. and overseas installations, grantees, congressional committees and a broad SBA resource partner network. Manages the performance, budget, contracts and grant relationships for the development and management of Boots to Business. Leads and manages all aspects of program operations, marketing and outreach and program outcome assessments. Provides expert guidance on the impact of new or proposed legislation, regulatory policy, or program priorities affecting B2B; recommends and implements improvements to the B2B program; provides input into the development of program goals and objectives.

Qualifications

GS-13: One year of specialized experience, equivalent to the GS-12 grade level in the Federal service, obtained in either the private or public sector: Managing or advising on the day-to-day operations of a program, which includes program management and data analysis; and demonstrating the ability to work in small teams and to develop collaborative relationships; and effectively communicating (verbal and written) with peers and senior leadership. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by 11:59 pm (Eastern Time) on 04/15/2024.
