Serves as the Contract Specialist in a Defense Commissary Agency (DeCA) location. This is a developmental position. Work assignments are progressively complex and intended to broaden your skills and provide you with practical experience to prepare you to perform at the target grade level.
Duties
Perform duties of contract specialist responsible for pre-award and post-award contracting functions, including acquisition planning market surveys, price/cost analysis, negotiation, and administration of contracts.
Review requests for procurement of complex items, analyzes the requirement, determines the most suitable method of acquisition, prepares acquisition plans, and associated documentation.
Interpret contract provisions for contractors and for officials of the agency, and provides appropriate advice and guidance, negotiates contract modifications, prepares supplemental agreements, novation agreements, and other contractual documents.
This position offers promotion potential to a higher grade. To prepare you for the higher grade, work assignments will be progressively more complex. After meeting all qualifications and requirements for the next grade level and with your supervisor's recommendation, you may be promoted without further competition. However, promotion is neither guaranteed nor automatic.

Requirements

- Physical Requirements: Work is mostly sedentary but there will be some physical effort, such as standing, walking, bending, or sitting. There are no special physical demands for this position.
- Temporary Duty (TDY) and travel by military and commercial aircraft or land transportation may be required in the performance of official assigned duties.
- Incumbent must meet DOD 5000.52-M Requirements applicable to the duties of the position.
Qualifications
DoD QUALIFICATION STANDARD FOR GS-1102 CONTRACTING POSITIONS
This is an individual, single agency qualification standard for Department of Defense positions. This standard implements requirements contained in Title 10, United States Code, Sections 1723 through 1733, as amended.
Basic Education Requirements for GS-5 through GS-15 positions:
A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
AND
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)
Combination of experience and education: To calculate the combination, divide your total months of experience by 12, then divide your semester hours by 60 and add the two percentages. If the total is 100%, you meet the minimum qualifications through a combination of experience and education. For the GS 11 Level only.
Examples of specialized experience for the GS-11 include:
Perform pre award and post award contracting functions
Analyze Contractor Performance
Perform Contract negotiations using innovative techniques to develop contractual arrangements.
For the GS-12: One year of specialized experience equivalent to at least the GS-11 grade level or equivalent to at least GS-11 under other Federal service pay systems, private sector, or military.
Examples of qualifying specialized experience for GS-12:
Use innovative techniques to develop contractual arrangements.
Use tools such as price/cost analysis, source selection evaluation and performance criteria to commit to multi-year contracts
Negotiate acquisitions and ensuring all special requirements and clauses are included within the award
You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Additional Requirements that must be met by the closing date:
Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA. For GS-11: You must have 52 weeks of Federal service at or equivalent to GS-9.
For GS-12: You must have 52 weeks of Federal Service at or equivalent to GS-11
Time after competitive appointment. Current federal civilian employees must have completed at least 90 days of federal civilian service since being selected for a non temporary appointment from a competitive examination register of eligibles (an announcement opened to the public) or under a direct hire authority.
