This position is located in Pipeline and Hazardous Materials Safety Administration (PHMSA) Office of Human Resources. You will provide a variety of human resources management and advisory services in the following specializations: position classification, staffing and recruitment, and automated staffing. In all areas, you will work closely with a senior specialist when performing human resource functions.

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include: Experience providing or assisting in the delivery of Human Resources services (i.e., recruitment and placement, staffing, and/or classification, HR systems, automated staffing) for an organization. Experience performing highly structured work designed to develop broader and more in-depth assignments used within Staffing and Recruitment HR functions. Experience communicating factual and procedural HR information clearly both orally and in writing. Experience researching, gathering, and analyzing facts and drawing conclusions regarding Staffing and Recruitment HR processes and having knowledge of the concepts, practices, laws, regulations, and policies related to HR. To qualify for the GS-09 on Education alone, you must have 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience providing Human Resources services (i.e., recruitment and placement, staffing, and/or classification, HR systems, automated staffing) including serving as a technical resource and/or consultant for management officials and employees. Experience analyzing data and identifying/proposing solutions to HR problems and issues, specifically in the Staffing and Recruitment functional area; researching cases, preparing/providing detailed documentation and/or responses for resolution of formal and informal inquiries, grievances, or complaints. Experience advising management officials on various HR processes and advising on the procedural and regulatory requirements governing HR functions and or processes and assisting and developing other HR personnel. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience using human resources laws, regulations, principles, and practices and procedures in order to provide authoritative advice and consultation to management officials. Experience providing staffing, position classification, position management, and short- and long-term recruitment initiatives, in an operating Human Resources environment. Experience applying a wide range of staffing and placement concepts, principles, practices, laws, and regulations; management advisory services and/or authoritative policy interpretations on organization-wide staffing and placement program issues. Experience conducting comprehensive studies and projects to assess and improve staffing and placement program effectiveness. Experience using oral and written communication techniques to effectively facilitate the resolution of issues; presenting thoroughly researched findings, delivering briefings, and persuading and motivating management to accept and implement recommendations, and/or negotiating solutions to disputed recommendations. You cannot qualify on education at the GS-12 level; you must have experience. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral & Written Communication: Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed and writes in a clear, concise, organized, and convincing manner for the intended audience. Organizational Awareness: Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization. Personnel and Human Resources: Knowledge of hiring, classification, benefits, labor relations, negotiation, and Federal, state, and local employment regulations. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
