Duties

The primary purpose of this position is: to serve as a Senior Assessment Analyst, providing analysis of, and recommendations about, sensitive policies and/or strategic initiatives to senior Department of Defense (DoD) officials. Develops, leads, and/or implements rigorous methodologies to analyze the assumptions, potential risks, and general accessibility of sensitive strategic initiatives. Researches and/or oversees contracted research into geostrategic issues/trends; foreign influence and perception management activities; foreign defense leaders' decision-making calculus; foreign defense capabilities; and foreign defense research, development & acquisition (RD&A) priorities to objectively inform sensitive strategic initiatives and policies. Liaises with OSD, Joint Staff, combatant command, Service departments, and SAF/ASO officials to appropriately represent stakeholder perspectives (e.g. priorities, requirements, constraints, etc.) during assessments of sensitive strategic initiatives.

Qualifications

Position is designated special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET(TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. Employee is required to obtain and maintain a DoD-approved access to additional programs as a condition of employment. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Management and Program Analysis Series 0343 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes mastery knowledge of, advanced training/education in, and significant work experience in the areas of: program analysis methodology, intelligence analysis, national security policy, issues and decision-making process, national defense strategy, national security, and an appreciation of how these are accomplished within the individual military services and other DoD agencies. Deep knowledge of the US Intelligence Community (IC) and its directives (i.e. ICDs 203 and 206) is required to ensure that policies are coordinated effectively and analyses comply with IC standards. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Demonstrated ability to employ structured analytic techniques (e.g. "Red Teaming," Task Concept Analysis, etc.), Joint Strategic Planning System (JSPS), and/or other appropriate methods for synthesizing and analyzing large, complex data-sets; outline potential courses of action and their consequences; and present policy recommendations. Ability to work at multiple echelons (strategic, operational, and/or tactical) and on multiple types of issues (regional, functional, etc.) that effect U.S., allies' and partners', and adversaries' national equities. Ability to elucidate complex or controversial subject matter, employing appropriate terminology and US Intelligence Community tradecraft standards, in a manner which facilitates decision making. Ability to assemble and analyze data, derive and defend conclusions, recommend solutions, and package these in precise and cogent briefings, assessments, or memos suitable for informing senior DoD decision-making. Extensive knowledge of the US Intelligence Community (IC) - its structure; component agencies' responsibilities, strengths/weaknesses, and product lines; collection systems; and interagency fora. Knowledge of the roles, missions, and strengths/weaknesses of prominent external organizations (e.g. FFRDCs, think tanks, and/or academic institutions). Extensive knowledge of deliberate, crisis action, and adaptive planning processes. Skill performing, explaining, and defending cost-benefit resourcing analyses and recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
