This position is located in the Human Resources (OHR), Labor and Employee Relations Branch (LER), under leadership of the Branch Manager. The Branch Manager leads the staff in using a client-centric, data-driven, and solutions focused approach to managing the day-to-day activities. The LER Branch is responsible for carrying out an effective labor-management and employee relations program for the Smithsonian.

Duties

The primary purpose of this position is to serve as a technical expert on the agency's LER programs and issues, which include employee relations, performance, conduct and discipline, Collective Bargaining Agreement (CBA) enforcement and compliance, as well as negotiation.

Qualifications

You may qualify for this position if you possess the Selective Factor and Specialized Experience below: Selective Factor:  Collective bargaining agreement negotiation skill.    GS-14 Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-13 level in the Federal Service or comparable pay band system. For this position Specialized experience is defined as This specialized experience is defined as handling the full range of employee and labor relations matters to include advising management regarding complex disciplinary and adverse actions and grievances; reviewing and drafting proposals and decisions of disciplinary and performance-based actions, negotiating and administering labor agreements (including negotiating the impact and implementation of proposed management actions, responding to union information requests, and providing advice to management to ensure compliance with the collective bargaining agreement); and developing and delivering labor and employee relations training within the agency. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
