About the Position: The pay band NH-04 includes the General Schedule grade equivalent to GS-14 to 15. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.
Duties
Performs the full range of supervisory duties for a staff of up to 10 technical and support employees within the Branch. Plans work to be accomplished by subordinates, setting and adjusting priorities, and preparing schedules for completion of work.
Provides advice, counsels employees and provides support as required.
Performs the full range of supervisory duties for a staff of up to 10 technical and support employees within the Branch.
Leads a complex branch responsible for acting as the main authority across Army Security Cooperation (SC) enterprise on SC policy, including International Training policy.
Drives transparency and efficiency across Army SC enterprise by updating policies, such as Army Regulation (AR) 12-1 and Department of the Army Pamphlet (DA-PAM) 12-1, in line with Army SC enterprise strategic goals and objectives.
Ensures adherence of Army policy with DSCA policy and guidelines, and raises concerns and challenges to DSCA regarding overarching Defense SC policy as needed. Provide policy guidance to Army SA and AC stakeholders.
Oversees Army SC Workforce Development, including certification of SA and ACQ workforce in compliance with DSCA and Defense Acquisition University requirements.
Creates training aids, standard operating procedures (SOPs) or socialization presentations to ensure adoption and consistency of these new initiatives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Selectee must meet position requirements for Program Management Certification within 60 months of entrance on duty.

Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-03). 1) Supervising employees to include evaluating work performance, counseling, and creating Individual Development Plans (IDP). 2) Leading a team that is the main authority for policy. 3) Tracking acquisition certification compliance per the Defense Acquisition University requirements. 4) Creating standard operating procedures (SOPs) for new security cooperation initiatives.
