The incumbent serves a Program Analyst, providing support to the Administrative Officer Surgery/Specialty Care Service line at the Sioux Falls VA Health Care System, reporting to the Service line Director. The position is responsible for the identification of information to manage critical aspects of health care system operations, design and development of analytical studies. This includes extracting data from VA's corporate data systems and/or developing tools to collect required information.

Duties

Major duties include but are not limited to: Create reports using Microsoft Excel, including Pivot Tables and Graphs as well as create tables, queries and forms in Microsoft Access. Import data from different sources into Microsoft Excel and Microsoft Access. Write programs for the purpose of extracting and manipulating data from a variety of complex data management systems which may include VISTA, VISN23 Data Warehouses, Pyramid, ARC, VSSC, SharePoint, Fileman, Sequel, and KLF databases. Produce analytical reports and studies that are made available to a wide-variety of internal stakeholders and translate data into meaningful management information. Produce information and evaluate, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives. Oversees data and information management needs to include monitoring, analysis, interpretation, and presentation of data. Maintain tracking methods for data retrieval and analysis. Design and implements service line data reporting systems for retrieving and displaying statistical data from VA data bases. Gather, analyze, and manage data related to service line performance improvement, utilization management, patient flow and quality improvement efforts. Abstracts and interprets data related to efficiency and effectiveness related to quality improvement activities and maintains tracking methods for data retrieval and analysis. Conducts fact-finding, fact-checking and research on a wide variety of topical issues necessary to complete special projects and formulate responses. Respond to requests from service line leadership for analyses for service line initiatives, including those associated with access, waiting times, performance measures and contracts. Work with the facility contracting liaison to create new contracting requirements and invoices based on the needs of the service line. Identify and evaluate potential risks and develop information products to mitigate those risk and make recommendations for more efficient organizational operations. Other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. You may qualify based on your experience and/or education s described below: GS-07: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyze and collect data from various sources such as clinical programs and systems: Preparing projects data results in various formats including creating charts, graphs, reports, spreadsheets, etc.; Proven use of Microsoft software for composing letters, memos, emails, and presentations; Plan and organize work effectively to achieve objectives; Familiarity with interpreting and ensuring compliance with laws, regulations, and policies. (This experience must be well documented in your resume or application package). Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one full year of graduate level education or have superior academic achievement ***. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond bachelor level. **S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed by the Association of College Honor Societies. GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
