The Program Analyst serves as a program analyst to the Administrative Officer Rehab and Extended Care (REC) Service Line. Incumbent may work independently and respond to requests for information and support from the Administrative Officer and /or Service Line Chief. The incumbent is responsible for the identification of information needed to manage critical aspects of health care system operations and design and development of analytical studies.

Duties

The incumbent serves as a program analyst to the Administrative Officer Rehab and Extended Care Service Line. Incumbent may work independently and respond to requests for information and support from the Administrative Officer and /or Service Line Chief. Duties include, but may not be limited to the following: Researches and analyzes complex and critical data and makes recommendations for identifying discrepancies and improving data management processes based on the analysis of the data Develops and maintains a variety of databases, conducts statistical analysis and generates a variety of reports Develops, implements, coordinates and maintains a tracking system of analysis of productivity metrics Prepares and/or reviews reports involving trend analyses and ensures follow-up in program areas Develops background and management options available to deal with complex system planning and implementation problems Ensures that applications and reports are complete, that all technical requirements are met, and all implementation requirements are accurately identified Performs a wide range of non-routine program and administrative functions that are essential to the program Reviews materials with regards to compliance with standards of external bodies and accrediting agencies Analyzes data, identifies trends and communicates concerns or issues Communicates with various groups, services and teams to gather information, discuss recommendations and coordinate improvement activities Provides support for compliance, process improvement and training activities; and Performs other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:GS-07: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Program Analyst. Examples of specialized experience would typically include, but are not limited to: gathering, analyzing, and evaluating data and information; preparing reports based on data analysis; tracking improvement (data trending, data dashboards, and scorecards) and monitoring project progress and completion (project management, "closing the loop"); using SharePoint and Microsoft Windows. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 year of graduate-level education that has provided you the knowledge, skills, and abilities necessary to do the work of the position. (Transcript Required) OR, Superior Academic Achievement (SAA): Applicants may also substitute education for the required experience based on superior academic achievement. To qualify based on education for this grade level you must have successfully completed a Bachelor's degree related to the work of the position with Superior Academic Achievement. SAA is described further in the Education section of this announcement. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and education beyond a bachelor's degree. GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Program Analyst. Examples of specialized experience would typically include, but are not limited to: tracking improvement (data trending, data dashboards, and scorecards) and monitoring project progress and completion (project management, "closing the loop"); applying program evaluation and measurement techniques in determining the extent of compliance with rules and regulations of a health care system; analyzing data and identifying trends for improvement in support of the efficiency and effectiveness of program operations; presenting recommendations based on data analysis and negotiating solutions to disputed recommendations; using SharePoint and Microsoft Windows. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, or possess a LL.B or J.D. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (Transcript Required) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and graduate-level education beyond the first year. Preferred Experience: Work experience inRehab and Extended Care. Data reports and analysis and Contracting knowledge. You will be rated on the following Competencies for this position:Analytical Reasoning, Communication, Computer Skills, Contracting/Procurement, and Interpersonal Skills Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires some physical exertion, such as periods of standing; some walking; bending, crouching, stooping, stretching or similar activities when visiting work sites; and some moderate lifting and carrying. At other times, the work is sedentary requiring the use of a personal computer.
