Duties

Summary The primary purpose of this position is to serve as the Course Manager, overseeing and directing the evaluation of formal technical training and Enlisted Professional Military Education (EPME) curriculum for determining the appropriate amount and level of academic credit to be awarded and applied toward specific Community College of the Air Force (CCAF) Associate of Applied Science (AAS) degree program requirements. This position also evaluates civilian general education courses for acceptance in-transfer and application toward all CCAF AAS degree programs. Supports approximately 270,000 students registered in CCAF AAS degree programs. Supports approximately 1,000 CCAF Advisors that provide local support to those students and approximately 600 formal training curriculum managers assigned to the affiliated schools that deliver formal technical training and EPME courses. Includes providing academic policy and procedure advisement to CCAF Advisors assigned to the base Education and Training Sections (E&TS), training of CCAF degree program managers assigned to the Academic Programs Division, quality assurance of completed course evaluations, curricular research of other academic institutions, and assist in the development and review process of CCAF AAS degree programs. This single point of contact position serves as the functional expert for military course evaluation and management, provides professional and technical guidance to over 110 affiliated schools pertaining to course management and evaluation issues, and performs as CCAF's primary liaison for military course management within the official Student Information System supporting all students and affiliated schools worldwide. Duties Plans, organizes, administers, evaluates, and validates the military course evaluation program. Develops database queries, conducts research, troubleshoots system errors, and recommends modifications or enhancements to the Air University Student Information System. Plans, develops, and delivers course management technical training to CCAF degree program managers and staff. Develops and delivers professional and technical guidance to CCAF affiliated school staff on military course management and evaluation processes and issues. Determines acceptability and applicability of courses and credit from other accredited academic institutions for in-transfer decisions.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1750, Instructional Systems Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must have a Degree: that included or was supplemented by at least 24 semester hours appropriate to the position to be filled. The course work must have included study in at least four (4) of the following five (5) areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. NOTE: You MUST submit a copy of your transcripts. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes, (1) Comprehensive knowledge commensurate with or equal to that found in Registrar and enrollment functions a found at any two-year civilian academic institution; (2) Thorough technical knowledge of SACSCOC accreditation and compliance requirements, and other types and levels of accreditation; (3) Comprehensive knowledge of and understanding of the Air Force, Air University, Department of Education regulations, and CCAF academic policies and educational processes; (4) Comprehensive knowledge of education theories, principles, procedures, and practices of Air Force and civilian technical education, secondary, adult, and continuing education as well as an understanding of guidance counseling methods/techniques; (5) Knowledge of a wide variety of instructional program planning and evaluation methods and principles sufficient to interpret, analyze, and assess the effectiveness of instructional programs for multiple disciplines and occupational specialties. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of education theories, principles, procedures, and practices of Air Force technical education and secondary, adult, and continuing education as well as an understanding of guidance and counseling methods and techniques to successfully advise individuals regarding educational needs and goals. 2. Knowledge and understanding of SACSCOC Principles of Accreditation and accreditation standards, Air Force and Department of Education regulations, civilian education system, academic accreditation standards and requirements, authority and goals of Air University. 3. Comprehensive knowledge of Air Force enlisted technical training and education curricula and programs, their development and how they relate to effective mission accomplishment in each Air Force occupational specialty, and CCAF AAS degree programs. 4. Knowledge of academic standards and practices of evaluating Air Force technical training and education curricula to determine the appropriate amount and level of credit to be awarded, creating military course descriptors and translating course content into civilian terminology, and ensuring applicability toward CCAF AAS degree program requirements. 5. Knowledge of academic standards and practices to determine and ensure the academic quality and comparability of credit for acceptance in-transfer from other accredited academic institutions. 6. Skills in use of proprietary and generic office automation software, database programs, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, database queries, and graphs. Ability to accurately gather, input, extract, analyze, review, evaluate, and report data pertaining to education programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
