The primary purpose of this position, MANAGEMENT AND PROGRAM ANALYST, GS-0343-9T12, is to perform in-depth analysis, independent reviews, and comparison studies, conducting evaluation of processes relating to logistical initiatives and preparing well-structured oral and written communications to manage and develop policy for mission assignments, workloads, and programs.
Duties
Develop and review logistics planning and programming documentation.
Provide program oversight and participate in development/revision of higher regulations; establish local policy and procedures to ensure comprehensive material support processes throughout the wing.
Conduct in-depth analysis and comparison studies for programs, potential new workloads, processes, and systems in support of depot workloads.
Serve as technical consultant on material control processes as related to quality improvement.
Provide oversight of material control within the organization's Quality Assurance Program (QA).
Participate in briefings, discussions, and meetings or serves on committees.

- In addition to duties in an office setting, exposure to potentially dangerous situations are required regularly. E.g. required visits to manufacturing, storage, or other industrial areas, and may involve moderate risks or discomforts.
- Duties involve prolonged standing, climbing, bending, and walking to coordinate, analyze, assist, and inspect the program. Duties also involve a lot of computer use to conduct analysis, monitor databases, and perform research.
Qualifications
Experience requirements are described in the Office of Personnel Management Qualification Standards for General Schedule Positions, Administrative and Management Positions. TARGETED POSITIONS: This position is a developmental (e.g.: GS-9 Target GS-12) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-9). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.
GS-09
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-7), or equivalent in other pay systems. Specialized experience is experience in: knowledge of quality assurance/process improvement initiatives and their relationship to all depot maintenance activities for workloads. Knowledge of depot maintenance and modification programs, policy, procedures, directives, operating instructions, technical data, and industrial processes employed by the base for aircraft systems and products. EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related.NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of one full year of graduate level education or superior academic achievement may be used to qualify applicants for the GS-9 level. GS-11
SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Specialized experience is experience in: knowledge of organizations, programs, missions, and functions along with knowledge of analytical and investigative techniques to conduct studies of the organizations/processes and to develop plans and strategies to implement, direct, and accomplish work on infrastructure planning, utilization, and other special plans/projects/programs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. GS-12
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-11), or equivalent in other pay systems. Specialized experience is experience in: extensive knowledge of the varied technical and practical workings of maintenance and supply programs and technical knowledge of data systems. Knowledge and skill to plan, schedule, and conduct investigations; to evaluate and recommend ways to improve the productivity work operations in a program or support setting. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Due to the use of 120-day rosters, applicants within 120-days of completion of TIG requirements are encouraged to apply. Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge of program management functions, principles, techniques and the substantive nature of operating programs and their inter-relationship; knowledge of principles, concepts, and methodology related to quality assurance techniques and the ability to plan, implement, evaluate, and analyze best practices.
Thorough knowledge of material management policies, principles, and practices; ability to recognize the interrelationships of the various aspects of operating programs and analyzing such information in order to evaluate overall program status.
Knowledge of statistical analysis techniques; skilled in applying analytical and evaluative techniques for the resolution of problems concerning efficiency/effectiveness of program operations; skill in applying various methods and techniques for investigating, analyzing, and affecting corrective action; ability to plan, implement, evaluate, and analyze best practices.
Knowledge of maintenance/workload programs, policy, procedures, directives, instructions, and technical data as it relates to material functions; the organization's quality programs and its relationship to other functional activities, to include the quality management system, quality principles and objectives; knowledge of standard safety and health practices and established policies and procedures.
Ability to analyze current or projected operating programs to evaluate their actual or potential effectiveness in achieving objectives; ability to gather, assemble and analyze facts, draw conclusions, and devise solutions to problems.
Education
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
