This position reports to the Health System Specialist for Surgical Service and assists with planning, administering, and coordinating these administrative services, such as financial planning, budget formulation and execution, accounting, procurement, contract administration, human resources management, space and equipment utilization, property and records management, and related administrative support services.
Duties
This position will serve as a fully functional member of the senior staff to the clinical Service chief, assisting management officials of clinical services in managing their specific health care delivery system within the Charleston Medical Center.
Major duties include, but are not limited to the following:
Conduct conventional studies on particular clinical operational processes, issue topics or related special projects.
Serve as the responsible contact for leading these projects from initiation to completion and may be required to present the results to senior leadership.
Use standard reference materials to develop position papers and decision documents representing the position of the organization on a variety of complex and sensitive issues such as the quality of timeliness of veteran care issues within the system or at times, medical school affiliate issues or interests that have significant clinical impacts (e.g., quality and safety concerns or involve coordination of multiple functional areas).
Plan and conduct complex analytical studies of health care delivery system including modeling and projection forecasting and organizational elements and work to identify problems and prioritize and deploy resources and provide administrative support, and management effectiveness.
Use work distribution and workflow charting, task analysis, statistical analysis, observation, interviews, and other techniques.
Make recommendations for the refinement and development of more specific guidelines within the context of broad regulatory guidelines.
Influence managers and officials to accept and implement findings and recommendations on organizational improvement and program effectiveness where resistance due to such issues as organization conflict, competing objectives, or resource problems are encountered.
Assist management by reviewing program data, workload reports, and staffing requests to ensure that organization positions are funded properly and that acceptable grade and staffing levels are maintained.
Work in coordination with other internal reviewing services regarding routine audits and internal/external reviews of a VAMC concern, and coordinate processes for human resources that are reviewed by prominent parties such as the Office of the Inspector General (OIG), the Government Accountability Office (GAO), or The Joint Commission on Accreditation of Healthcare Organizations (JCAHO).
Contact and engage frequently with staff at all levels to facilitate the work of the office related to a variety of operations-focused assignments and projects initiated by senior leadership or program offices, or departmental offices.
Manage and coordinate all online communication tools such as assigned internal SharePoint website collection, and other related informational tools in consultation with communication specialists.
Work with servicing human resources office representatives to identify and resolve human resources needs and problems.
Responsible for timekeeping oversite within the service lines and for adherence to programmatic requirements related to this function.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: ability to locate and interpret appropriate applicable regulations; ability to review reports, records, and provide statistical analysis for accuracy; gathering, developing, and interpreting data from various information systems; knowledge of various administrative areas such as financial management, budget administration, accounts management, and procurement supporting a service and the ability to research and assemble data; and knowledge of organizational structure, human resources staffing and utilization, position management work methods, and related requirements to analyze and advise on managerial approaches and problems. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of a master's or equivalent graduate degree, successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-9.
