Duties

As the Assistant Deputy Administrator for Engineering and Technology Maturation you will have the following duties: Serves as the NA-115 Director responsible for applying a high level of technical expertise in the context of identifying, overseeing, and resolving complex engineering, scientific, and technological issues associated with the NNSA's science-based Stockpile Stewardship Programs. Provides executive leadership and direction to ensure that the program balances current and future stockpile deliverables with a longer-range investment strategy to improve responsiveness to emerging threats. Develops rationale and manages plans for building, maintaining, and operating several one-of-a-kind and state-of-the art analytical and qualification facilities, such as ACRR (the Annular Core Research Reactor), Saturn, and MESA (Microsystems Engineering, Science and Applications). Oversees and is responsible for budgeting and ensuring availability of resources for all aspects of the NA-115 Program. Represents NNSA interests in engineering and technology maturation at Federal, academic, and industrial workshops and conferences and serves as a principal speaker for NNSA/DOE and as an expert on engineering and technology maturation efforts. Oversees the development, planning, and execution of prioritized, mission-relevant experiments and pioneers new concepts to provide advanced and innovative, assessment, engineering, manufacturing and certification methodologies, technologies and processes that support the long-term needs of the science-based Stockpile Stewardship Program while ensuring the safety security and effectiveness of the future deterrent.

ECQ 4: BUSINESS ACUMEN: Ability to manage human, financial, and information resources strategically. ECQ 5: BUILDING COALITIONS: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. The Office of Personnel Management (OPM) is required by law to review the executive core qualifications of each new career appointee to the Senior Executive Service (SES) prior to appointment. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs: MTQ1:Describe your experience in managing complex organizations, including your ability to manage diverse technical and administrative staff; gather, analyze, and evaluate information to establish program objectives and priorities; perform multi-year programmatic planning and budget estimation; and ensure delivery of mission needs on schedule and within budget. MTQ2: Describe your knowledge and experience in identifying, developing, maturing, and fielding technologies, processes, and materials in support of a complex system, and how do you enable innovation, risk management, and reduced time to field. MTQ3:Describe your knowledge and experience in dealing with multiple stakeholders, competing priorities, and delivering mission components, equipment, or materials under a resource constrained environment. What was your approach, how did you manage competing requirements, how did you deal with conflicts and risks, and how did you approach balancing your resources? MTQ 4: Describe your experience or ability to effectively communicate technical information orally and in writing; present facts and information to support mission needs; work and/or collaborate with entities such as Congressional staff, external oversight organizations, high-level agency heads and managers, international partners, and other key stakeholders. Failure to submit a narrative statement addressing each of the MTQs will cause your application to be deemed incomplete and not be considered.

Education

(1301 series) Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. For more information on the alternate methods, please refer to the OPM Qualification Standards at General Physical Science Series, 1301 (opm.gov).

OR

(801 series) Degree: professional engineering. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
(a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (e.g., holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree).
