This position is assigned to Fleet and Family Readiness (FFR) Division (N9); Fleet and Family Support Program (FFSP) Section (N91); Commander, Navy Installations Command (CNIC). The incumbent serves as a Management Support Specialist responsible for providing administrative and management support to FFSP Headquarters (HQ) Component (N91), by independently planning, performing, and coordinating all functions necessary to efficiently operate the program's administrative processes.

Duties

Duties include but are not limited to: Serves as a division point of contact for NAF HR actions. Coordinates personnel action requests (e.g. recruitment, awards, pay adjustments, etc.) and classification action submissions to HR. Serves as liaison between N91 and N941 with proposed or revised position descriptions, coordinating with supervisors to clarify position intent and content. Assists with tracking position description actions for N91 positions. Maintains program status on all vacant positions, hiring limitations and other related personnel functional areas. Identifies administrative chokepoints and takes/recommends appropriate action to correct problems. Briefs management on status and requirements for completion of personnel actions. Tracks and coordinates status of actions with NAF HR and addresses concerns and questions with management. Assists with processing Requests for Personnel Actions (SF-52s). Ensures supporting documents are complete and attached to SF-52 (e.g. job descriptions, set of duties, etc.). Provides assistance to N91 personnel on applicable APF and NAF HR, travel, tasker, internal CNIC business processes and procedures, DoD, SECNAV, OPNAV, CNIC and N9 SOPs and instructions and regulations. Monitors status of pending APF and NAF HR, travel, tasker and outstanding business actions. Reviews Personnel Action Requests for correctness of position numbers and organization data. Retrieves data for reports. Provides information on status of personnel actions to leadership and other appropriate authorities. Assists with the coordination and scheduling of interviews, conference lines, and conference rooms for candidates and interview panel members. Plans and executes a variety of administrative functions, to include, but not limited to, developing, reviewing and assisting in the writing of point papers, instructions, briefs, congressional testimonies/hearings, and statements for presentations or information to senior leadership within CNIC and Department of Navy (DON)/Department of Defense (DoD). Serves as subject matter expert on correspondence policy. Prepares and revises military and non- military correspondence, endorsements, enclosures, memorandums, instructions, manuals, forms, point papers, briefs and messages to ensure content, routing and format is in accordance with established policy. Assists in the implementation of performance assessment measures, annual reports and business case analysis. Establishes and monitors multiple systems (e.g. Enterprise Task Management Software Solution (ETMS2), Total Workforce Management Services (TWMS), Gateway 2.0) for suspense to ensure compliance through personal follow-up action. Coordinates administrative operations and logistical support, within assigned programs, for program directors/managers who determine resources and policy guidance for FFSP, enterprise-wide. Attends meetings for information dissemination and programmatic changes, requirements and practices. Serves as division point of contact for NAF travel process. Prepares, assists, and submits travel authorization orders, vouchers, Invitation Travel Orders and Non-Activity Orders. Coordinates with CNIC Financial Service Center (FSC), CTO, and NAF travel helpdesk to resolve processing issues with orders and vouchers. Prepare quarterly travel reports for FFSP programs to assist in tracking travel budgets. Coordinates all aspects of the Directors' and Program Managers' travel. Makes necessary arrangements and prepares itineraries in accordance with Joint Travel Regulations/Joint Federal Travel Regulations. Creates, submits, and tracks area clearance requests for employees and contractors traveling outside of the US. Advises on policies, procedures and technical aspects of FFSP programs to ensure effective mission accomplishment. Supports special studies, projects impacting Navy-wide programs, assisting with development of performance metrics, program standards, and other evaluation tools. Researches and collects data from diverse sources to recommend resolution for complex issues. Conducts organizational review of N91's internal processes and operating procedures, to ensure conformance with pertinent administrative regulations, procedures, and policies to make recommendations for change and increase operational efficiency. Provides personnel support; serves as check-in/out coordinator; and tracks personnel and recruitment actions for the assigned program. Serves as the point of contact for time keeping and Kronos applications. Serves as the department's NAF purchase card holder.

Requirements

  • Must be a U.S. Citizen to obtain and maintain a Secret Security clearance.
  • Must reside within 50-mile radius of Washington Navy Yard, Washington, DC.

Qualifications

A qualified candidate possesses the following: A master's degree or equivalent graduate degree in a subject-matter field appropriate to the position or two (2) full years of progressively higher-level graduate education leading to such a degree in a subject-matter field appropriate to the position; or at least two (2) years of specialized experience providing administrative management in support of the Department of the Navy (DON) program operations; or an equivalent combination of education and specialized experience. Broad knowledge of standardized administrative principles, concepts, policies, objectives, practices and procedures to identify, analyze, and recommend solutions to problems in such areas as administrative procedures, work processes, and standard operating procedures Knowledge of FFR programs and services, CNIC programs, missions, policies as well as knowledge of pertinent laws, regulations and policies related to program operations. Knowledge and ability to maintain and develop various administrative directives including the ability to detect and eliminate conflicting information, overlap and duplication and to simplify. Knowledge of and experience with qualitative and quantitative methods for the assessment and improvement of program effectiveness and the improvement of complex management processes and systems in support of Navy or Fleet Readiness goals and objectives. Knowledge of information management regulations such as those related to correspondence, mail, publications and filing. Knowledge of Navy program goals and objectives, federal and DoD policies, statutes and requirements related to Fleet Readiness programs. Knowledge of the substantive programs of the Navy Family Readiness programs as they relate to the administrative support functions. Knowledge of policies and procedures for travel, training course enrollment, requisition of supplies, and basic personnel assistance. Skill in preparing, editing and processing Navy correspondence, directives, memorandums, messages, enclosures, etc. Skill in computer applications for administrative software, applications, and web-based programs, to include but not limited to: ETMS2, TWMS, AIMS/SAP, Kronos. Ability to identify problems, plan, research, collect, sort, and analyze information to formulate plan of action and milestones for the accomplishment of tasks and develop recommended courses of action. Ability to coordinate and manage concurrent tasks, priorities and projects under strict deadlines, while maintaining a high level of attention to detail. Skill in organizing and coordinating efforts to meet complex planning needs and unanticipated requirements. Ability to work effectively as a team member or individually with various levels of management and staff. Ability to communicate effectively both orally and in writing with senior managers and staff.

Education

A qualified candidate possess one of the following:
