About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Charlottesville, VA. Performs budgetary and administrative functions required in the formulation, execution, and review of assigned portions of the appropriated fund budget.

Duties

Perform budgetary and administrative functions required in the formulation, execution, and review of assigned portions of the appropriated fund budget of the NGIC. Interpret dollar guidance received from DoD, HQDA, and the MACOM, and the Resource Manager, Chief of Staff and the Director on its implementation. Analyze budget estimates and supporting data provided by Directorates and provide recommendations to assure compliance with regulatory and legal limitations and restrictions within the resource programs. Develop budget estimate for mission support, maintenance, personnel travel, and civilian pay by researching, compiling, and summarizing data required during the formulation of the annual budget. Monitor obligations and expenditures for base support functions and verify timely processing in accordance with established work plan and regulatory controls. Determine availability of funds and distribute funds to ensure maximum utilization throughout the fiscal year. Provide advice and assistance to the Directorates and serve as the central point of contact between the Directors and the NGIC's Resource Manager. Processes travel authorizations utilizing the Defense Travel System (DTS) as a reviewing officer; ensure accounting information is correctly applied and ensure authorizations and vouchers comply with the Joint Travel Regulation (JTR).

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Two year trial/probationary period may be required.
• In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
• Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
• All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
• Requires Temporary Duty (TDY) travel up to 10% of the time.
• This is a Financial Management Level 2 Certified position. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
• Required to submit a Confidential Financial Disclosure Report, OGE-450.
