The American Battle Monuments Commission (ABMC) maintains facilities and personnel in 10 countries.The primary purpose of the position is to provide administrative support and analysis in the areas of budget, procurement and purchasing, passport and visa processing and tracking, Personal Identity Verification (PIV) card processing and tracking, office maintenance and security, GSA vehicle fleet management, transit subsidy program, shipping and mail, and records management.

Duties

Serve as the Passport and Visa Agent, the single point of contact for coordinating with Department of State, investigative agencies and multiple embassies to execute the program for employees as well as Presidential Appointed Commissioners. Responsible for handling complex projects, questions, or problems that arise in relation to the processing of passport/visa applications. Review and interpret authorization to apply for passports and makes determination as to type of assignment, traveler (i.e., civilian, dependent, etc.), and countries to be visited, and type of passport required. Assist with the formulation of a yearly administrative budget which includes equipment, supplies, services, publications, magazines, any projected building renovations, and funding of interagency agreements. Control all of the ordering, safeguarding, and tracking of the necessary business supplies, furniture, and services for the HQ using an automated supply ordering system and is a credit card holder under the Government Purchase Card Program. Serve as the Facility Representative responsible for maintenance and physical security of office space and is the liaison between the commercial facility manager and ABMC. Obtain and coordinate leased vehicles through General Services Administration (GSA) Fleet Drive Thru, which includes records of mileage, maintenance, etc. Serve as Personal Identity Verification (PIV) Card representative. May serve as Sponsor or Registrar for entering new employees or contractors into an automated system, completes fingerprints, takes photographs, and submits applications.

  • May be required to successfully complete a probationary/trial period.
  • Merit Promotion applicants must have completed three (3) months of service after a competitive appointment to be considered.
  • May be eligible for superior qualifications/special needs pay setting.

Qualifications

Time in Grade Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks). These applicants must have 1 year time-in-grade at the next lower level or equivalent to qualify. Specialized Experience: For the GS- 11 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-09); or its non-Federal equivalent that demonstrates: Experience that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Experience with a range of concepts practices, regulations, policies and precedents associated with support services programs. Consulting methods and communicating techniques both verbally and in writing to consult, cooperate, coordinate and negotiate tactfully and persuasively with others in resolving issues which can be sensitive and controversial in nature, maintaining invoices, paying customers and updating reports. OR Educational Substitution: Three (3) years or a Ph.D. or equivalent doctoral degree with a major study in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled. (NOTE: You must upload a transcript) OR Combination of Specialized Experience and Education: You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
