About the Position: Serves as a Health Systems Specialist performing duties in support of the Medical Treatment Facility (MTF) and its geographic area of responsibility. This position is located with the Lyster Army Medical Center, Fort Novosel. This is a Direct Hire Solicitation

Duties

Apply the principles and practices related to systems analysis of the DOD Electronic Health Record (HER) operations and programs. Conduct comprehensive and complex studies in a wide range of technical areas within a military hospital. Assist customers to design workflows to efficiently and effectively accomplish their shared purpose and understanding. Use qualitative and quantitative techniques for analyzing and measuring the effectiveness and efficiency of organizations. Use knowledge of the mission, organization, and work processes of programs to ensure compliance with laws, regulations and policies.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• A one-year probationary period is required if the selectee has not previously met this requirement.
• Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
• This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.
• Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes (1) analyzing data from internal systems and external sources for accuracy, timeliness and usefulness; (2) ensuring fund utilization is compliant with regulations and policies; and / or (3) monitoring compliance with policies and processes for accuracy of data collection. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS- 11. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
