This position serves as an advisor providing support and assistance to Foreign Affairs (FA) - Europe, Western Hemisphere, North Asia, South Asia, or Africa and Middle East Operations, and the Directors and Senior Directors of those divisions.

Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include but are not limited to: serves as the principal contact for field staff in assigned area overseas offices regarding all management actions which are required for Foreign Affairs (FA) regional programs and operations. Coordinates with agency management and Directors or Senior Directors to develop procedures, standards, and methods for collecting, processing, analyzing, summarizing, and presenting statistical, financial, cost, and performance data. Conducts official presentations of analyses and evaluations, or attends such presentations when made by management, to explain, clarify, or answer questions as necessary. Participates in formal and informal studies of the organization, its mission, and the service it provides. Reviews and evaluates program performance, program and mission accomplishments, and utilization of manpower, material, and financial resources in relation to current and projected programs.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. BASIC REQUIREMENT: FOR THE GS-09 GRADE LEVEL: Applicants must have one year of specialized experience equivalent to the at least the GS-07 or its non-federal equivalent that included experience: performs a wide range of program support functions to include but not limited to: compiling data and assembling submissions for strategic planning and performance reporting; compiling data for budget submissions; tracking and reporting on training and travel expenditures; and serving as the contact for procurement, support services, and preparing and processing personnel actions; participates in formal and informal studies of the organization, its mission, and the service it provides. OR B. Successful completion of a Master's or equivalent graduate degree. OR C. Two full years of progressively higher- level graduate education leading to such a degree. OR D. LL.B. or J.D., if related. OR E. Combination of education and experience. Equivalent combinations of education and experience are qualifying for this grade level. TRANSCRIPTS are required if: You are qualifying for this position based on a combination of experience and education. This education must have been successfully completed and obtained from an accredited school, college, or university. COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
