This position is in VHA's Office of Health Informatics (OHI), Clinical Informatics and Data Management Office (CIDMO). OHI supports VA's health care system, clinicians, and program office staff by providing innovative health information management, enhanced by technology, to support the unique needs of Veterans, providers, and sharing partners. CIDMO is the focal point for the advancement of the Department of Veteran Affairs' (VA) electronic health record (EHR) and information systems.

Duties

Major duties include but are not limited to: Directs, manages, and coordinates the efforts of a professional staff of various subject matter specialists with primary responsibility for overseeing CIDMO Strategic Communications, Messaging and Knowledge Management. Responsible for a communications program that provides CIDMO-wide roadmap, strategy, methods, tools, products and other communications and outreach campaign plans or vehicles to directly support and advance achievement of VA/VHA/OHI and CIDMO milestones and strategic objectives. Supports communication functions, Executive Staff and senior management, and various program staff to communicate mission and objectives, program strategies, change management initiatives and other activities to VA/VHA/OHI leadership, employees, patients and members of the public to enhance confidence and understanding. Responsible for the management and administration of processes and tools that enable the organization to identify, document, and access intellectual capital and information content. Develop an understanding of the needs and requirements of information end-users. Plan and manage the delivery of knowledge management projects. The incumbent will lead efforts to promote the organization's use of knowledge management and information sharing. Promote knowledge sharing between information owners/users through an organization's operational processes and systems. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/11/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 14 position you must have served 52 weeks at the GS 13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Selective Placement Factor: This position includes selective placement factors (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective placement factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet them are ineligible for further consideration. The selective placement factors for this position are: SPF#1: Experience managing a Health Informatics Communications program at a national level, supporting the creation and execution of strategies that directly affect the quality and usability of health information systems SPF#2: Expert knowledge of communications planning to include researching, designing, planning and executing a national public affairs program to inform and educate the general public and special interest groups about health informatics issues. SPF#3: Extensive experience with journalistic writing and content creation using Associated Press (AP) style for wide internal and external publication. You may Qualify based in your Experience as described below. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience leading health informatics communications efforts at a national level. Experience developing written materials to convey information concerning complex programs and functions to individuals having diverse levels of understanding of the organization's programs and activities. Experience in responding orally to criticism of the organization's functions or performance, to logically and effectively explain programs, functions and activities and gain understanding of the organization's efforts. Knowledge of the workings of the United States Congress and its various committees, including protocol, policies and procedures applicable to dealing with staff members. Experience in recommending alternative solutions to programmatic communications issues either formally or informally, by discussion with responsible staff officials. Knowledge of Privacy Act of 1974 and the Freedom of Information Act in order to understand and apply each in the performance of duties associated with activities involving sensitive issues applicable to the organization and to protect the rights of all parties. Experience in contributing to a communications program that provides organization-wide roadmap, strategy, methods, tools, products and other communications and outreach campaign plans or vehicles to directly support and advance achievement of the organization's milestones and strategic objectives. You will be rated on the following Competencies for this position: Communications and Media Oral Communications Writing Stakeholder Management Administration and Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is conducted in an office setting and involves sitting, walking, climbing stairs, etc. Some travel may be required.
