The Research Fellow for Northeast Asia is a position within the Institute for National Strategic Studies (INSS) at National Defense University. Research fellows conduct applied research and provide strategic advice to decisionmakers throughout the Department of Defense, including the Joint Staff, Office of the Secretary of Defense, Combatant Commands, and Services. This is a Title 10 Excepted Service Appointment. Appointment is not to exceed 3 years with the possibility for extension.

Duties

The Research Fellow (RF) serves in the Center for Strategic Research within the Institute for National Strategic Studies (INSS). His/her major duties and responsibilities are as follows: Research: All Research Fellows are required to conduct applied research in support of the joint warfighter. Research Fellows publish this research in the form of books, journal articles, and/or policy papers and are required to author no less than 2 original, methodologically rigorous, peer-reviewed journal articles annually. Research Fellows also are encouraged to promote their research at symposia, through blogposts and opinion pieces. The Northeast Asia (NEA) Fellow should expect to focus his/her research on Northeast Asia (Korean Peninsula and Japan), with an emphasis on US deterrence strategy, policy and allied assurance. The NEA Fellow should expect to conduct most of his/her research independently. Nevertheless, the NEA Fellow will have opportunities to collaborate on research across Research centers and NDU. Research Fellows also are periodically asked to answer a particular national security question for DoD senior leaders. Under these circumstances, the NEA Fellow will be required to serve as part of a larger study team and contribute to the timely attainment of assigned objectives. Engagement: All Research Fellows are required to coordinate their research topics with, and present findings to, DoD officials at a rank commensurate with their own. Research Fellows disseminate their findings in the form of interim and final briefings, trip reports and/or policy memoranda and are required to do so in a timely manner. Research Fellows also engage with other US government stakeholders, think tanks, academic institutions, businesses and the national security enterprise depending on the entire nature of their research. These engagements may include conferences, workshops or wargames. The NEA Fellow should engage regularly with action officers from the Joint Staff, Office of Secretary of Defense, Strategic Command and/or US Indo-Pacific Command. These engagements will enable the NEA Fellow to present research findings and provide strategic advice as it relates to US Strategic readiness, deterrence, allied assurance and Northeast Asia. Teaching/JPME: All Research Fellows are members of the University and considered research faculty. As such, Research Fellows are required to contribute to Joint Professional Military Education institutions in general, and to NDU in particular. The NEA Fellow should expect to contribute to supporting student learning through teaching electives or core courses and/or conducting guest lectures on strategic readiness, deterrence, allied assurance, and Northeast Asia at one of the five colleges at NDU. The NEA Fellow may also be required to participate in student mentoring or advisory programs, or collaborate on academic programs focusing on student learning. University Service: All Research Fellows are required to support NDU-wide service. These activities may include serving on university hiring or promotion boards, participating in the Institutional Review Board, maintaining an NDU-wide community of interest, supporting NDU leader engagements, and hosting a conference (and publishing a conference report) for NDU and DoD audiences. The NEA Fellow should expect to contribute to the NDU-wide service particularly as it related to U.S. strategic readiness, deterrence, allied assurance and Northeast Asia, although other forms of university service may also be required on a case-by-case basis. Administrative Requirements: Research does not have designated administrative support staff. As such, all Research Fellows are expected to comply with administrative requirements in a timely manner. This requirement includes completing monthly reports, travel requests forms, country and theater clearance request forms, travel vouchers, conflict of interest paperwork, training requirements and other administrative tasks. The NEA Fellow should expect to adhere to these basic administrative requirements.

  • The position is governed by 10 USC 1595 and NDUI 1416.0l dated March 2017.
  • Must be able and willing to travel both domestically and internationally. Travel is seldom required. Less than 20 % of the time.
  • The incumbent must be able to successfully obtain and maintain a Top Secret/SCI clearance.

Qualifications

REQUIRED QUALIFICATIONS: EDUCATION: Ph.D from an accredited college or university or in an all but dissertation [ABD] status from a regionally accredited university (or international equivalents) in international relations/affairs, political science, public policy, or national security studies with a specific focus on Northeast Asia, South Korea and Japan. RESEARCH & PUBLICATIONS: Record of high-quality, peer-reviewed, journal articles, books or policy papers related to Korean Peninsula defense and security issues, to include implications for U.S. national security policy, U.S. regional or U/S. Republic of Korea (ROK) and/or U.S. Japan combined deterrence strategies, defense, plans or warfighting concepts. And demonstrated knowledge of research methodologies, including the ability to identify, acquire, and analyze primary and secondary sources of information. Preferences will be given to candidates with a demonstrated ability to execute complex, multidiscipline, research studies. ENGAGEMENT: Experience presenting research findings and their implications for U.S. national security to DoD officials and/or other federal government audiences or foreign audiences. Preference will be given to candidates who demonstrate that their research has had an impact on U.S. national security strategy and policy. DESIRED QUALIFICATIONS: Experience conducting field research on South Korea or Japan, with a focus on nuclear deterrence, allied assurance, or other issues relevant to deterring and countering weapons of mass destruction threats. Reading ability in Korean or the Japanese language. Experience conducting applied research directly for, or in support of DoD, to include DoD-wide research labs, JPME institutions, or federally funded research and development centers. Experience teaching graduate-level courses in relevant areas involving international affairs, national security policy and decision-making. Current Top Secret Security Clearance. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in a conventional U.S. education program.     • Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evaluation upon request. Failure to provide such documentation when requested will result in lost consideration.
