The Senior Research Fellow for Space Strategy and Policy is a position within the Center for Strategic Research (CSR). CSR fellows conduct applied research and provide strategic advice to decisionmakers throughout the Department of Defense, including the Joint Staff, Office of the Secretary of Defense, Combatant Commands, and Services.
This is a Title 10 Excepted Service Appointment. Appointment is not to exceed 3 years with the possibility for extension.
Duties
The Senior Research Fellow for Space Strategy and Policy is a new position within CSR. The major duties and responsibilities associated with this position will be as follows:
Research. All CSR Fellows are required to conduct applied research in support of the warfighter. CSR Fellows publish this research in the form of books, journal articles, and/or policy papers and are required to author no less than two, original, high-quality, peer-reviewed journal articles annually. CSR Fellows also are encouraged to promote their research at symposia, through blogposts, and opinion pieces.
The Space Strategy and Policy (SSP) Fellow should expect to focus his/her research on U.S. space strategy, especially as it relates to either the People's Republic of China (PRC) or the integration of military and commercial space operations. The SSP Fellow also should expect to conduct his/her research independently. Nevertheless, CSR Fellows periodically are asked to answer a particular national security question for DoD senior leaders. Under these circumstances, the SSP Fellow will be required to serve as part of a larger study team and contribute to the timely attainment of assigned objectives.
Engagement. All CSR Fellows are required to coordinate their research topics with, and present findings to, DoD senior officials (General Officers / Senior Executive Service). CSR Fellows disseminate their findings in the form of interim and final briefings, trip reports, and/or policy memoranda and are required to do so in a timely manner. CSR Fellows also engage with other U.S. government stakeholders, think tanks, academic institutions, businesses, and the larger national security enterprise depending on the nature of their research. These engagements may include conferences, workshops, or wargames. The SSP Fellow should engage regularly with officials from the Joint Staff, Office of Secretary of Defense, U.S. Space Command, U.S. Space Force, and/or U.S. Indo-Pacific Command. These engagements will enable the SSP Fellow to present research findings and provide strategic advice as it relates to U.S. space strategy and policy.
Teaching/JPME. All CSR Fellows are considered research faculty. As such, CSR Fellows are required to contribute to the intellectual community of Joint Professional Military Education institutions in general, and to the National Defense University in particular. The SSP Fellow should expect to guest lecture on space strategy and policy at one of the teaching colleges within NDU. The SSP Fellow may also be required to participate in student mentoring or advisory programs, periodically teach a core or elective course at NDU, or collaborate on programs targeting student, faculty, or staff development.
University Service. All CSR Fellows are required to support NDU-wide scholarship. These activities may include serving on university hiring or promotion boards, participating in the Institutional Review Board, maintaining an NDU-wide community of interest, supporting NDU leader engagements, and hosting a conference (and publishing a conference report) for NDU and DoD audiences. The SSP Fellow should expect to support NDU-wide scholarship particularly as it relates to U.S. space strategy and policy, although other forms of university service may also be required on a case-by-case basis.
Administrative Requirements. CSR does not have designated administrative support staff. As such, all CSR Fellows are expected to comply with administrative requirements in a timely manner. This requirement includes completing monthly reports, travel request forms, country and theater clearance request forms, travel vouchers, conflict of interest paperwork, training requirements, and other administrative tasks. The SSP Fellow should expect to adhere to these basic administrative requirements.

- The position is governed by 10 USC 1595 and NDUI 1416.0l dated March 2017.
- Travel requirements for this position are occasional, however, the incumbent may be required to travel up to 20% of the time. The incumbent may be required to travel internationally and domestically to conduct field interviews and attend meetings.
- The incumbent must be able to successfully obtain and maintain a Top-Secret clearance.
Qualifications
REQUIRED QUALIFICATIONS: Required qualifications for the Senior Research Fellow for Space and Strategy Policy are as follows:
Education: Doctorate from a regionally accredited university (or international equivalents) in public policy, international relations/affairs, political science, or other national security studies with a specific focus on space strategy and policy. Or master's degree in public policy, international relations/affairs, political science or other national security studies with at least 10 years professional experience, having held senior positions in government or the private sector with proven analytic skills and quality written reports for high-ranking DoD officials. Preference will be given to candidates with expertise in the PRC and/or the integration of military and commercial space operations.
Research & Publications: Substantial record of high-quality, peer-reviewed, journal articles, books, or policy papers related to the PRC and space, and/or the integration of the military and commercial sectors, as well as implications for U.S. national security policy, defense plans and warfighting concepts. And demonstrated knowledge of research methodologies, including the ability to identify, acquire, and analyze primary and secondary sources of information pertaining to space strategy and policy. Preference will be given to candidates with a demonstrated ability to execute complex, multidiscipline, research studies and/or lead multidiscipline research teams.
Engagement: Experience presenting research findings and their implications for U.S. national security to DoD senior leaders and other federal government audiences. Preference will be given to candidates who demonstrate that their research has had an impact on U.S. national security strategy and policy.
DESIRED QUALIFICATIONS: Desired qualifications for the Senior Research Fellow for Space and Strategy Policy are as follows:
Experience conducting research directly for, or in support of, DoD, particularly as part of the DoD-wide research labs or federally funded research and development centers.
Prior research on space technology in the defense science, wider DoD, or commercial sector, particularly while contracting with DoD.
Experience in teaching graduate-level courses in relevant areas involving international affairs, national security policy and decision-making.
Current Top Secret Security Clearance.
