National Defense University (NDU) supports the joint warfighter by providing rigorous Joint Professional Military Education to members of the U.S. Armed Forces and select others in order to develop leaders who have the ability to operate and creatively think in an unpredictable and complex world. This is a Title 10 Excepted Service Appointment. Appointment is not to exceed 3 years with the possibility for extension.

Duties

Design a dynamic and continuous program exposing international students to American society, institutions, and ideals. Organize and schedule field study practicums and community cultural activities, in accordance with Security Assistance guidance and regulations. Manage and execute curriculum for academic programs in support of field study practicums. Identify opportunities for program development, growth, and improvement by evaluating and analyzing current effectiveness of field study activities and academic programs in meeting overall program objectives. Lead multi-year long range program processes to optimize program effectiveness. Serve as a policy expert for Security Assistance/Security Cooperation Training program matters regarding field and academic studies programs. Oversee budget planning, formulation, management, execution, and reporting for all field and academic program operations, including field studies program funding allocations and American Studies Concentration tuition costing. Forecast and develop program budget plans, validating spending priorities with ISMO leadership, and submitting program spending plans to the NDU Resource Management Division (RMD) and the Army's Security Assistance Training Field Activity (SATFA) for funding. Supervise Field and Academic Studies Program staff and ensure successful execution of their responsibilities to include supporting practicum project management, travel arrangements, financial management, and execution.

  • The position is governed by 10 USC 1595 and NDUI 1416.0l dated March 2017.
  • Must be able and willing to travel both domestically and internationally. Travel is seldom required. Less than 40 % of the time.
  • The incumbent must be able to successfully obtain and maintain a Secret clearance.

Qualifications

To qualify for this position, you must: Must have a Master's degree or higher in applicable degree program from a regionally accredited higher education institution. Demonstrated knowledge and experience in strategic planning, program management, and course/curriculum development. Experience developing program budgets, monitoring expenditures, and reconciling financial accounts. Experience developing travel-learning programs about the United States and American society for international audiences, including In-depth knowledge of approaches to teaching about US society. Proven ability to build and leverage professional relationships across a variety of sectors. Exceptional skill in writing and oral communications techniques to develop and convey assessments and recommendations to senior leaders. Knowledge of applicable federal laws and Department of Defense (DoD) regulations pertaining to security assistance programs, including International Military Education and Training (IMET) and Foreign Military Sales (FMS) and Joint Professional Military Education (JPME). Previous experience working in similar security cooperation/security assistance programs at supervisory or non-supervisory level. Experience working in demanding environment as member of high-performing team, with rigid deadlines and frequently changing circumstances. Demonstrated record of problem solving and mitigation for long-range and short-range challenges to planned activities. Demonstrated record of leadership and teamwork with peers, superiors, and subordinates. Encourages and facilitates cooperation, pride, trust, and group identity; fosters commitment and team spirit; works with others to achieve goals. Demonstrated success operating in a multicultural environment, including interfacing with senior foreign officials. Proficiency with one or more foreign languages highly desirable. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education Requirement: An earned Master's degree from a regionally accredited institution of higher education (or international equivalent) in political science, history, international relations, economics, security policy, public policy or other appropriate discipline.
