This position is located in Division of Depositor and Consumer Protection, Administrative Management and Operations Branch and is responsible for providing technical/administrative management assistance and advice to senior management officials, supervisory and administrative management and employees throughout Headquarters, Regional Offices and field sites.
Duties
Provides administrative management services and advice to senior management, supervisory and administrative officials, and employees throughout Headquarters (HQ), Service Centers and Field Sites.
Provides advice, guidance and oversight to Service Centers and field sites on matters involving the full range of personnel management policy and procedure, management analyses issues, record keeping issues and related functions such as voucher audit, time and attendance, leave, payroll, facilities, records management, etc.
Serves as administrative contact for HQ, to include handling all personnel management matters including staffing, classification, employee relations and labor relations and coordinates personnel management matters with HQ supervisors and managers.
Serves as the liaison between the Division of Depositor and Consumer Protection (DCP) and the Division of Administration (DOA) regarding personnel management and position management policy, procedures and other matters affecting administrative programs.
Works closely with DOA to resolve operating problems and other issues. Researches and develops Division policy and procedures on a wide variety of administrative issues, including recruitment, staffing, position management, travel, facilities, records management, etc.
Represents, directs and/or attends formal meetings related to administrative procedures, personnel management, facilities, records management and management of service centers and field sites.
Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-12 grade level or above in the Federal service. Specialized experience is defined as:
Experience overseeing and/or coordinating personnel management and administrative program operations related to at least (4) of the following areas: position management, recruitment, staffing, travel, awards, personnel/payroll operations, and facilities.
