Duties

NOTE: This position has the option to become remote after the initial 6 to 12 months of on-site training. This position is located in the Human Resources Section of the Executive Office (EXO) within the Antitrust Division (ATR). EXO is a very dynamic and fast paced office, delivering the professional management services that power ATR's people and mission. Within EXO, the Human Resources Section manages all human resources services, including staffing, classification, training, benefits, and payroll. The Antitrust Division (Division) is seeking to fill a Human Resources Specialist (Performance Management) position in the Human Resources Section. The Antitrust Division of the Department of Justice works in the public interest to promote a competitive and productive American economy. The Division's work ranges over the entire spectrum of the U.S. economy. Its merger and civil enforcement cases can affect the structure and performance of an entire industry and its criminal enforcement detects and punishes white-collar antitrust crimes that rob American consumers. The Division enforces federal antitrust law, pursuing price-fixing and market allocation schemes, investigating mergers that may substantially reduce competition, and investigating other potentially anti-competitive conduct. The highest priorities of the Division are preventing anti-competitive mergers and acquisitions, curbing abuse of monopoly power, and prosecuting criminal bid-rigging and price-fixing cases. As a Human Resources Specialist (Performance Management), responsibilities of this position will include, but are not limited to: Administers the employee appraisal and awards programs to include a comprehensive annual and ongoing evaluation of programs. Advises managers and supervisors on all the processes of performance management, including planning, monitoring, developing, and rewarding performance as well as the rating processes. Develops and provides guidance on policies, procedures, requirements, and timelines associated with the performance management and awards programs. Prepares and presents reports and briefings on program status and/or recommended actions to appropriate individuals. Coordinates with the LMER Specialist, as appropriate, for performance-related issues to provide collaborative employee relations assistance to managers and supervisors of a complex nature. Monitors and reviews assigned division-wide programs/areas and develops appropriate policies, procedures, guidance, and regulations. Provides guidance, oversight, and/or administrative support regarding the awards program with responsibility for program planning and evaluation. Receives requests for awards and reviews to determine accuracy and compliance with governing regulations and policies. Administers the SES performance management and awards program to include the Performance Review Board. Provides staff guidance and advice to Division supervisors and SES members regarding training and development and performance management requirements of executive personnel. Qualifications

To qualify for this position at the GS-0201-14 grade level, your resume must reflect at least one year of specialized experience equivalent to the GS-0201-13 level. Specialized experience is experience that has provided you with the particular knowledge, skills, and abilities to perform successfully the duties of the position as described above, and that is typically in or related to this position being filled. This experience must be identified in your resume. Examples of qualifying specialized experience at the GS-13 grade level include the following: Experience with providing authoritative advisory services to effectively administer the Performance Management, Awards and Recognition, and SES Performance Management and Awards Program to ensure that mandatory requirements are met; Experience with utilizing various HR systems and applications (i.e. e-Performance, PRB systems, USA Performance, etc.) in order to extract, interpret, and analyze data, provide training and advisory services, and make recommendations to management; Experience with applying written communication skills to effectively prepare and present briefings as well as prepare written policy and recommendations with technical accuracy; and/or Experience in maintaining cooperative relationships and communicating with a wide variety of management officials (i.e. LMER, Senior Executives, Political Appointees etc.,) to influence acceptance and implementation of performance management-related programs.
