Duties

Establishes policies, procedures and controls in accordance with Federal and agency acquisition regulations, executive orders, department policies and procedures, directives, security regulations, socioeconomic policies, legal precedents, and awarded contracts. Provides policy guidance and advice to management and contracting personnel in accomplishing complex short and long-term acquisitions to ensure uniform application, compliance, and interpretation with applicable regulations and policies. Performs research and interprets pertinent procurement policies. Prepares material concerning regulatory and policy changes that may be derived during the contract review process. Reviews contracting documents to determine adequacy and accuracy of the implementation of the NAF contracting regulation. Performs on-site analysis of contracting activities. Conducts procurement management reviews, generates after action reports, provides technical assistance and conducts training to improve acquisition practices. Reviews and analyzes protests after award and requests for exceptions to policy. Assists in the preparation of NAF contract policy and procedural instructions. Provides oversight in the content development of NAF contracting courses. Assists in the formulation of the strategic plan, and participates in special studies and projects. Solicits input from DoD field agencies and initiates action to improve the NAF acquisition process. Represents the command at meetings and conferences. Performs public relations and marketing including article publication and presentations. Serves as mentor to division personnel and performs the duties of acting Chief Acquisition Officer as required. Performs leadership functions and directs the day-to-day activities of a team when applicable. Provides input on performance evaluations; serves on recruitment panels; and, oversees the professional development of junior procurement analysts. Formulates plans, directs and evaluates policy and operational initiatives and changes to current Army-wide Family and MWR programs, doctrine and regulations. Carries out delegated supervisory authorities and responsibilities, and provides team leadership. Through subordinates, plans and organizes the work to assure compliance with program objectives. Assigns work and establishes schedules, priorities, and deadlines. Keeps subordinates advised of management objectives and policies. Provides instructions and guidance on projects; develops and implements ways to promote team building, improve the organization and eliminate or reduce significant bottlenecks and barriers. Performs the full range of supervisory personnel management duties.

Qualifications

QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. 1. Progressive work experience which provided a demonstrated expert-level knowledge of federal contracting laws and policies. 2. Must possess experience demonstrating the ability to plan, analyze, and evaluate procurement programs in accordance with regulatory requirements and procurement practices. 3. Must have a comprehensive technical knowledge of the formal source selection life cycle sufficient to provide advice and guidance to subordinate activities concerning a variety of procurement issues. 4. Must possess analytical skill sufficient to evaluate audit reports, regulations, and other relevant material as a basis for developing operational guides or training materials for contracting professionals. 5. Must possess verbal and written communication skills demonstrating the ability to develop and deliver presentations to leadership at the HQ level of this position. 6. Must possess experience providing a full range of supervisory functions. Preferred candidates will possess certification under the NAF Contracting Certification and Training Program, CPCM, DAWIA II or higher in contracting, or other applicable professional certification and possess a minimum for five years of contracting work experience.
