You will serve as a Installation Training Officer in the Operations Department of NAVAL STA NT RI.
Duties
You will identify requisite courses to be completed by military members and civilian employees, and notify management of course availability and cost.
You will develop installation training policies and operating procedures, and administer the installation training program to ensure an efficient and effective program is provided in support of mission readiness.
You will assess deficiencies or gaps in individual employee's training objectives or requirements and keep senior management apprised of status of deficiencies and action plans to ensure compliance with training goals and requirements.
You will conduct or facilitate periodic internal installation exercises at two locations to validate installation readiness.
You will identify gaps in installation exercise programs, develop and promulgate action plans to cover training deficiencies and gaps discovered during assessments.
You will serve as the installation's Training Team Coordinator responsible for developing and briefing complex exercise plans and preparing, organizing and coordinating installation training events.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For The GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Works within the construct of the military command structure, its missions, programs, and fosters organizational relationships; (2) Manages the Universal Navy Task List (UNTL) and Navy Mission Essential Tasks List (NMETL) Programs; (3) Designs , plans, conducts and evaluates installation exercises; (4) Measures performance levels for training events and/or exercises.
For The GS-09:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: : 1) Develops installation training policies and/or operating procedures, and administers the installation training program to ensure an efficient and effective program is provided in support of mission readiness; 2) Identifies requisite courses to be completed by military members and civilian employees and/or notifies management of course availability, cost, etc.; 3) Keeps senior management appraised of status of deficiencies and action plans to ensure compliance with training goals and requirements.

Education
For The GS-11:
Have successfully completed a Ph.D. or equivalent doctoral degree. OR
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. OR
Have successfully completed an LL.M. degree that is related to the position being filled.OR
Have a combination of experience and graduate education as described above that equates to one year of experience.
For The GS-09:
Have successfully completed a master's or equivalent graduate degree. OR
Have successfully completed two full years of progressively higher level graduate education leading to a master's degree. OR
Have obtained an LL.B. or J.D. that is related to the position being filled. OR
Have a combination of experience and graduate education as described above that equates to one year of experience.
