This position is located in the Office of General Law & Ethics in the Legal Division of the Consumer Financial Protection Bureau (CFPB). The incumbent provides legal/policy advice and representation in Federal sector labor and employment areas of law, including serving as the Bureau's representative in administrative forums and federal courts and participating as the legal advisor in labor negotiations.

Duties

The following are the duties of this position at the CN-71, broadly equivalent to the GS-15. If you are selected at a lower grade level, your duties will be adjusted accordingly. Attorneys at CFPB may be eligible for promotions subject to the Bureau's Attorney Hiring & Promotion Policy. Provide confidential legal and policy advice in the areas of labor and employment law, with an emphasis on labor negotiations and associated work. Provide expert legal representation in the most complex labor and employment matters including participating in labor negotiations and serving as the Bureau's representative in arbitrations, administrative forums, and Federal Courts. Draft and respond to motions, pleadings, and other legal filings, handle all aspects of discovery, may present oral argument, and conduct negotiations in labor and employment matters. Independently research and analyze relevant complex Federal and state laws, regulations, Executive Orders, OMB and other government-wide directives and memoranda. Lead teams of junior staff in the execution of such matters. Counsel clients, including executives, with respect to legal compliance, litigation risk, and other issues. Plan, research, and analyze legal issues arising from policy options and CFPB procedures. Develop tactical and strategic plans for complex proposed actions and agency activity. Draft for review proposed agency decisions and provide legal guidance and advice as a recognized expert in labor and employment matters. Coach and mentor less experienced attorney staff, to include working with less experienced attorney staff on large projects and matters. If you are selected at the CN-60 your official job title will be: Attorney-Advisor (General) (Counsel).

*Each grade is at its Full Performance Level.* 1. Law Degree: Applicants must be a graduate of an accredited law school with an LL.B., J.D. or equivalent. 2. Bar Membership: Applicants must be a current member of a bar with a valid license to practice law in a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. 3. In addition to having the basic requirements (Law Degree & Bar Membership) you also have to meet the years of related experience or years of experience for each grade you apply to: For the CN-71 you must have: Seven (7) years of related experience or 3 years of experience at the CN-60 level. Such experience must include experience as a licensed attorney in order to be creditable. For the CN-60 you must have: Four (4) years of related experience or 1 year of experience at the CN-53 level. Such experience must include experience as a licensed attorney in order to be creditable. Specialized Experience for the CN-71/60: Serving in an attorney role on a labor negotiation team is desired. Representing a federal agency or union before the Federal Services Impasses Panel is desired. Working in an attorney position at either the Federal Labor Relations Authority or a union representing federal employees is desired. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
