This position is located in the Office of Human Capital Management and Training, which is responsible for human resources management program, including, recruitment and placement, position classification and position management and employee and labor relations. As a Human Resources Specialist (ER/LR), the incumbent is responsible for providing expert technical advice and assistance to NTSB supervisors and managers on personnel programs and employee and labor relation issues.

- Remote work is not an option for this position. The duty location is Washington, DC. This position is eligible for telework in accordance with agency policy.

Qualifications
To qualify for this position, you must meet the following Specialized Experience:
GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal Service (obtained in the private or public sectors) performing the following activities:
Providing advisory services to supervisors, staff and colleagues on complex, controversial ER/LR issues;
Drafting and finalizing documents for supervisors and management officials related to discipline, adverse actions, performance-based actions, grievances, appeals and/or other third party actions;
Providing feedback on performance deficiencies, and development of final performance ratings;
Developing and implementing ER/LR policy and procedural documents;
Conducting administrative investigations on workplace conflict/issues, evaluating evidence/documentation and writing reports;
Representing the agency to external groups and agencies on ER/LR policy and initiatives; administering, negotiating, and interpreting an agency Collective Bargaining Agreement (CBA);
Providing staff advisory services concerning management rights as defined in the Federal Service Labor-Management Relations Statute;
Presenting at and/or leading executive briefings and training to educate and inform on ER/LR topics/issues.
