You will serve as an EXECUTIVE DIRECTOR in the FORCES SURVEILLANCE SUPPORT CENTER of FORCES SURVEILLANCE SUPPORT CTR.
Duties
You will direct and coordinate the activities of five (5) Department Heads; and five (5) Division Chiefs.
You will develop work plans, create, distribute, and review work assignments.
You will develop performance standards and evaluate the work performance of subordinates.
You will advise and counsel employees on work and administrative matters.
You will make decisions on work problems presented by subordinates and team leaders.
You will review and approve selections for subordinate civilian positions.
You will resolve informal complaints and approve leave.
You will determine training needs and conduct on-the-job training of employees and keep them informed of pertinent policy and procedural changes relative to personnel safety and security.
You will recommend awards for subordinates and changes in position classification, subject to approval by higher level supervisors.
You will promote team building and improve business practices.
You will exercise full support of the Equal Employment Opportunity (EEO) and Affirmative Action programs.
You will correspond on a regular and recurring basis with senior DOD and DON resources sponsors.
You will perform short- and long-range strategic planning for mission-oriented operational and administrative programs of ROTHR.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS- 13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with a wide range of qualitative and/or quantitative evaluative methods for the assessment and improvement of management processes and systems.
Experience with the integration of milestones achieved into administrative methods and processes for evaluating overall program accomplishments.
Experience planning, programming, and budgeting regulations, guidelines and processes; and general knowledge of RADAR systems; to include operational capabilities and limitations.
Experience with equipment engineering maintenance and repair, government contracting and acquisition regulations.
Experience participating in phase, milestone and final project reviews.
Experience implementing and maintaining quality assurance processes, and developing alternative implementation options involved in the planning, development and design of operations and maintenance projects.
Experience organizing and directing an administrative team engaged in a wide variety of projects involving the review and analysis of administrative controls and long-range planning for program evaluation and improvement.
