You will serve as a SUPERVISORY PROGRAM MANAGER in the FLEET READINESS DIVISION of IMMEDIATE OFC OF CHIEF OF NVL OPS.
Duties
You will provide oversight in the management and execution of all policies, programs, and assigned tasking as applicable to OPNAV’s Fleet Readiness Division missions and functions.
You will oversee Requirements Sponsors during the development and assessment of afloat readiness program requirements.
You will ensure the assessment of ship, submarine and aircraft readiness to perform assigned missions.
You will track and report readiness posture data to senior Navy leadership, Office of the Secretary of Defense (OSD), the Joint Staff and Congress.
You will review Joint Capabilities Integration and Development System acquisition program requirements documentation to ensure life cycle cost considerations are addressed.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience performing work equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate performing duties such as the following: 1.) Providing oversight on the development and assessment of afloat readiness program requirements to identify changes from previous cycles and shortfalls between requirements and funding; 2.) Utilizing the Planning, Programming, Budgeting, and Execution (PPBE) process to perform resource sponsorship tasks for assigned programs; 3.) Communicating readiness posture for assigned programs to key high-level officials and project officers in organizations that support the branch programs; 4.) Providing leadership and human capital management for subordinate personnel to include assigning work, setting priorities, and evaluating work performance.
