The primary purpose of this position is to serve as a program management analyst who will provide managers with objectively based information for making decisions on the administrative and programmatic aspects of agency operations and management by accomplishing a wide variety of assignments concerned with effectiveness and efficiency of programs and operations within.

Duties

1. Serves as expert planner, analyst and advisor on data quality management for key logistics programs. 2. Provides expert support in the area of systems life cycle functions. 3. Develops, implements and controls contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle. 4. Plans, reviews, evaluate and maintains program control data to assure all levels of management are accommodated concerning their appropriate information needs. 5. Conducts and/or participates in conferences, reviews and audits relative to the acquisition, development, implementation, maintenance and changes to business processes.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes the ability to (1) plan and execute complex, multi-faceted projects; (2) develop, prepare, coordinate, and implement policies, procedures, programs, and directives; and (3) utilize analytical techniques to identify problems, provide recommendations and develop innovative solutions for planning and programming actions that impact budgets and program goals and objectives. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events. 2. Knowledge of the relationship of the various command entities involved in overall program planning execution of operations and evaluations. 3. Skill in designing and conducting comprehensive studies, and preparing solutions to resolve substantive problems/issues of effectiveness and efficiency of work operations in major command program. 4. Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, requires extensive changes in established concepts and procedures. 5. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationship. 6. Knowledge of laws, principles, policies, and practices of systems acquisition, program, and financial management. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
