Duties
This position is a Supervisory Program Manager within Requirements & Capabilities Analysis (RCA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Transportation Security Administration is a high-stakes environment to safeguard the American way of life. Securing airports, seaports, railroads, highways, and/or public transit systems in cities across the country, protecting the America's transportation infrastructure and ensuring freedom of movement for people and commerce.
Multimodal & Public Area Capabilities: Provides security technology recommendations and technological solutions for air cargo, public areas, and critical infrastructure by evaluating existing and developing new security technologies.
Innovation Task Force: Fosters innovation by integrating key stakeholders to identify and demonstrate emerging solutions that increase security effectiveness and improve passenger experience in partnership with industry, airports, and airlines. Duties include but are not limited to:
Engaging with Operational Components, Industry and Department to develop and implement measurable steps toward implementation of "needs" and "gaps" strategies and to establish baselines of actual performance goals. Analyzing and forecasting demand for improvements, incorporating highly complex utilization rates and workforce projections.
Utilizing expertise, initiative and seasoned judgment in the development and adaptation of local policies/procedures pertinent to the direction of daily operations. Provides oversight of fiscal and procurement aspects of a major DHS operational program (i.e., budgetary planning, contract administration, etc.) to ensure that work progresses toward achieving agency/division goals and objectives.
Applying a broad and comprehensive knowledge of planning, programming, understanding of mission relevance, and agency.
Leading and coordinating the development of operational plans with top level managers and key operating officials. Providing options and recommendations for effective operations; develops/recommends policies as needed. Responding to inquiries from all sources (Congressional, GAO, DHS,) on operational matters constant with applicable policies and command objectives.
Coordinating and executing special projects and actions of a confidential or controversial nature and/or of special interest to executive management. Defining, major problems, providing advice on the advantages & disadvantages of various methods and approaches for solution, and developing ingenious strategies or solutions to improve upon key program initiatives.
Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.
Qualifications
To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as:
Serving as an advisor to management in developing and implementing strategic plans in support of security technology development; AND
Planning, directing, and carrying out long range projects and policy studies; AND
Analyzing programs which involves or impacts organizational issues and operations; AND
Establishing individual and organizational performance measures that ensures accountability, evaluation and continuous improvement; AND
Applying laws, rules, regulations, policies, precedents, with government and non-government organizational relationships to provide advice and guidance on management operations.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
