THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE NON-BARGAINING UNIT POSITION. This National Guard position is for a MAINTENANCE AND OPERATIONS SUPERVISOR, Position Description Number D2103000 and is part of the Montana Air National Guard, 219 CEH SQ. Duties

The position serves as a supervisory position over full-time subordinates and 6 operations sections. Supervises the following personnel and their functions within the construction and maintenance area within the Operations Branch: power production, electrical, utilities, heating ventilation and air conditioning, structures and heavy equipment operations. Determines the types of personnel required to operate and maintain facilities, evaluates employee effectiveness and identifies training needs. Plans and prepares weekly, monthly and projected quarterly work schedules. Work assignments include sequence of operations, deadline considerations, priorities, support coordination, methods and task explanations. Scheduling takes into account funding, materials, equipment and manpower availability, exercises, deployments, inspections, etc. Provides workload data, estimates, information on staffing needs, and recommendations as the scheduling of projected work. Tailors work parties to the project requirements, details work for work party leaders, explains accepted trade methods, techniques and procedures. Work projects are inspected and evaluated as they progress and are accepted when completed after verification that performance and compliance standards are met. Adjusts plans, assignments and schedules to complete each job as efficiently and economically as possible. Makes adjustments to effectively and economically accomplish the work. Notes and investigates work related problems and independently implements corrective actions which can be taken without affecting work operations controlled by other supervisors. Assures that equipment and materiel is available when needed. Determines what/when/where equipment and supplies are to be placed on site and coordinates work sequences with other units or shops to ensure the continuity of the overall mission. Determines training needs of subordinates and arranges for its accomplishment. Adjusts informal complaints through discussions with employees and union representatives. Explains and implements personnel programs. Works to achieve the objectives of Government-wide programs and policies. Supervises the following personnel and their functions: Production Control, Power Support Systems Mechanic, Engineering Equipment Operator, Plumber, and Maintenance Mechanic. Determines the types of personnel required to operate and maintain facilities, evaluates employee effectiveness, identifies training needs, and provides instruction in civil engineering operations and construction functions. Coordinates staff to carry out long-range squadron goals and short-range objectives. Provides direction to the squadron staff for effective management of Unit Training Assembly activity schedules to accomplish squadron goals and higher headquarters requirements. Coordinates with the Operations Officer and Commander on issues concerning long range force management plans, training goals and objectives. Represents the RED HORSE Squadron at group, wing and state level meetings. Serves as a mediator between union, state, and Federal. Will develop and implement long and short range plans for the maintenance and repair of facilities, roadways, parking areas, utility systems, and Real Property Installed Equipment. Ensures facilities and work comply with Federal, state and local standards. Directs training and certification of RED HORSE personnel to ensure they are properly trained and equipped to perform their duties. Ensures compliance with hazardous materials management, utilization of confined space, lock out/tag out, industrial hygiene, energy conservation, solid waste reduction, pesticide reduction, etc. Ensures use of appropriate safety equipment and apply appropriate risk management precautions. Reviews/initiates recommendations for improvement of facilities, grounds, work methods, and organizational structure. Provides critical direction in contract development and execution. Outlines objectives for work to be accomplished by contract. Prepares specifications, statements of work, and government cost estimates. Reviews architectural and engineering drawings for completeness and accuracy. Reviews contractor's submittals for acceptance or rejection of methods and/or materials. Reviews all government contract documents when change orders occur to determine validity. Serves as designated Contact Officer's Representative responsible for negotiations with architects, engineers, and contractors, conducts design and submittal reviews, attendance at construction meetings, review of progress reports and contract inspections, etc. Prepares for troop training deployments. Coordinates with outside agencies and other government agencies in the preparation for unit deployments and special projects. Serves in the absence of the base civil engineer and Operations Officer, performing those duties normally performed by that position.

Requirements

  • This is an excepted service position that requires membership in the employing state's National Guard, required prior to the effective date of placement.

Qualifications

Military Grades: E8 - E9 MINIMUM REQUIREMENTS: Experience or training which demonstrates the ability to use and maintain tools and equipment associated with constructing, maintaining, and repairing buildings, roads, grounds, and related facilities. Experience which demonstrates the knowledge of and the ability to apply safety standards. Experience or training which demonstrates that the candidate has the ability to organize assignments for subordinates, estimate material and manpower needed for specific jobs; able to explain manuals and work procedures; and to prepare production records, work records and reports. SPECIALIZED EXPERIENCE: Experience or training in complex trade practices in the maintenance and repair of facilities and grounds enough to set work assignments and priorities for lower graded personnel. Experience reading and interpreting complex drawings and sketches, and the experience to develop and prepare sketches from oral and written instructions. In addition to the journeyman level knowledge, experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations.
