Duties

The incumbent of this Human Resources (HR) Specialist position performs work in providing consultative services and carrying out human resources functions in the primary areas of staffing and placement, and other HR related support functions.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Time-In-Grade Documentation: If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the 1-year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old). Applicants applying for the GS-13: Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.   Qualifying specialized experience must demonstrate the following:   Experience working independently in the area of staffing and recruitment and processing federal government vacancy announcements and accomplishing the tasks associated with such work for example: conducting job analysis, formulating crediting plans, and analyzing candidate qualifications. Experience working independently as a consultant for management and employees to provide human resources advice in areas such as, classification, performance management, position management, benefits and compensation, employee relations, training, and other related HR functions. Demonstrated experience training developmental specialists to perform staffing and placement functions at the full performance level. Experience reviewing the work of others in the areas of staffing and placement, to include insuring proper case file requirements are being maintained, selections are being made appropriately, vacancy announcements are posted with proper information, advising on unique hiring situations; or providing subject-matter expertise guidance on hiring authorities. Experience applying analytical methods to identify, evaluate, and recommend to management appropriate action(s) to resolve complex interrelated problems and issues; researching and interpreting Human Resource regulations, i.e. Code of Federal Regulations, Delegated Examining handbook, Merit Promotion policies and procedures, to apply a variety of special hiring authorities to perform internal and external recruiting strategies. Experience initiating and submitting Requests for Personnel action documents, reviewing personnel documents or accuracy, implementing corrective actions when errors are identified. There is no substitute of education for specialized experience for the GS-13 position.
