About the position: This position will be assigned to the Whiteman Community Services Flight.
This position is considered Regular Part-Time. You are guaranteed 20 hours, however you could work up to 40 hours per week. As a RPT employee you are eligible to earn annual/sick leave and sign up for benefits, to include Health/Dental & Life Insurance, 401(k) and NAF Retirement.
Employee will be eligible for the use of the gym, golf course, bowling center, club, swimming pools and other activities.
Duties
Introduction Statement: The primary purpose of this position is to serve as a subject matter expert in the Food and Beverage components of the Community Services Flight. Interprets regulations, develops local compliance procedures, and addresses related problem situations.
Reports to the Community Services Flight Chief. Conducts special studies, collects information, and prepares reports on unique programs within the Community Services Flight food and beverage facilities.
Does market research and analysis to ensure products and prices are competitive with off-base entities and in line with other Food & Beverage facilities on base.
Works directly with NAP food and beverage operations and the Community Services Flight Chief to resolve problems and provide updates.
Acts as a facilitator and mediator between Prime Vendors and base level personnel.
Ensures quarterly meetings with the Prime Vendors are scheduled, attended, and meeting notes are recorded and reported to leadership through the Community Services Flight Chief.
Analyzes program's financial information, maintains records, tracks trends, identifies problems areas and submit recommendation to the supervisor and senior leadership for coordination.
Serves as an action officer for food and beverage programs and procedures.
Conducts observation visits to food and beverage activities and reviews all facets of business activity operations.
Prepares essential item surveys and determines potential cost savings impact.
Develops plans for the acquisition of supplies, equipment, products, and systems to be used across NAF food and beverage operations.
Develops program specifications to support and enhance food and beverage operations.
Provides managers with food and beverage operations with written and verbal instructions to resolve problems, increase efficiencies and effectiveness of programs, and maintain contract compliance.
Makes presentations on program initiatives at training sessions and workshops for activity level managers.
Identifies training deficiencies, develops training materials, and conducts on-site and classroom training.
Recognizes the need, develops course of action, provides justifications for, and carries out a wide variety of special projects for food and beverage operations.
Evaluates efficiencies of individual programs to ensure savings and services are realized.
Provides procedural interpretations of the program.
Creates a cohesive catering program and drives income growth through attracting new catering customers to NAF food and beverage operations. Coordinates special food and beverage events with senior military/civilian leadership and local, state, and federal officials.
Inspects final arrangements for catered events to ensure that all contractual arrangements are met.
Oversees planning of special membership affairs and other events with food & beverage components, plans menus, plans seating charts/table assignments/event layouts.
As required, observes, and supervises party in progress.
Assists with food preparation, service, and presentation as needed.
Ensures all food safety and health requirements are maintained and practiced.
Works an uncommon tour of duty.
Performs other related duties as assigned.

Qualifying Experience:
Requires management experience in food and hospitality programs and purchasing.
Requires knowledge of research and development, business principles and practices, financial management, procurement, and other administrative requirements.
Must possess knowledge of point of sales system(s).
Desirable experience includes a position requiring extensive customer contact, tracking of customer orders and complaints, and preparing detailed reports.
Conditions of Employment: Successful completion and favorable adjudication of applicable background investigation (Tier I Level).
Must possess a valid state driver's license and provide a driving record; the ability to operate a motor vehicle in a safe manner.

Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does not allow for education substitution.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
