THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a GS-1101-11 AIRCRAFT MAINTENANCE COORDINATOR (TITLE 32), Position Description Number D1528000 in FAC 22A000 and is part of the MO 131st Bomb Wing. APPOINTMENT FACTORS: This is a Permanent Excepted Service position. This is a bargaining unit position. **THIS POSITION IS ALSO ADVERTISED ON AGR ANNOUNCEMENT #AF23-231**

Duties

Performs other duties as assigned. Responsible for the total squadron maintenance program, manages the overall direction of the maintenance effort, and enforces safe maintenance practices. Incumbent has maintenance authority on airworthiness of aircraft based on knowledge of aircraft systems and safety of flight concerns Ensures that a pilot pickup is accomplished for critical parts in order to expedite repairs of Not-Mission-Capable aircraft that receive the highest priority and depends on the critical need for the aircraft and its return to service. Participates in establishing the monthly and weekly maintenance plans. Attends the daily maintenance planning meetings for the purpose of incorporating unscheduled maintenance into the weekly and daily maintenance plans. Evaluates workload requirements and makes changes to aircraft utilization schedules. Takes prompt and decisive action to make on-the-spot adjustments to maintenance repair priorities necessitated by unscheduled maintenance requirements. Controls and coordinates maintenance activity on the flight-line. Monitors aircraft maintenance in progress and evaluates estimated completion time against scheduling and planning requirements. Anticipates problems and directs changes of flight-line activities in order to meet mission schedules. Ensures aircraft status is accurately reported in accordance with Air Force instructions, reports, and applicable supplements. Works closely with the expediter and MOC to ensure that actual aircraft status matches the aircraft status reported in the automated reporting system. Understands, executes, and coordinates specific disaster control duties including the provisions contained Air Force instructions, with regard to movement of aircraft, support equipment, and evacuation of flight-line personnel. Decisions will be made based on safeguarding personnel first, followed by protecting aircraft, equipment, and other resources. Maintains a current on-base disaster map with cordon overlay and appropriate checklists for use during disasters or exercises.

Requirements

  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
  • Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.

Qualifications

MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be AFSC qualified within 12 months from date of appointment. Maximum Military Grade - MSgt (E-7) Minimum Military Grade - TSgt (E-6) Enlisted - AFSC 2AXXX or 2WXXX Supervisor must verify that selected individual occupies a compatible military position. Title 32 National Guard employees will not be militarily senior to their full-time supervisor or wage leader (grade inversion). GENERAL EXPERIENCE: Must possess experience in administrative or clerical experience, education, or training which demonstrates your ability to perform the duties of the position; and experience using computer and automation systems. GS-11 SPECIALIZED EXPERIENCE: Must possess 36 months of specialized experience in the maintenance, modification and repair of various types of complex aircraft equipment and components. Experience that demonstrates ability to review, evaluate and analyze data regarding facility capabilities and utilization, work backlog and personnel distribution. Ability to observe and analyze production operations to determine if schedules are being followed, improved and to determine the causes of production delays. Ability to develop short and long range plans and schedules of maintenance workloads utilizing your knowledge of the activity, staff, support operations, manpower, equipment, supplies, and materials.
