This position is in Office of Field Operations (OFO), Records Acquisition & Research (RAR) division, and reports to the Supervisory Program Analyst (Research Operations & Compliance Chief), OFO. OFO provides operational oversight to four district offices and fifty-six geographically dispersed regional offices (RO's) within the United States, Puerto Rico, and the Philippines.

Duties

Specific duties include: Through the direction of the Supervisory Program Analyst (Research Operations & Compliance Chief), the Management & Program Analyst (M&PA) serves as a subject matter expert on the Research Operations & Compliance team. Records research operations compliance team members are accountable for the day-to-day administration of activities related to the formulation, development, recommendation, promulgation, and implementation of military records research for the purpose of reconstructing activities and events of units and individuals who participated in hazardous and dangerous operations, including those activities that are classified and sensitive. This also includes the analysis and verification of toxic exposures and the existence of combat stressors' to facilitate claims adjudication. Serves as the primary point of contact on research methodology and processing for post-traumatic stress disorder (PTSD), agent orange, burn pits and other health related disability claims. Consultants and advises on reference highly visible, complex, and enduring issues concerning the delivery and application of Veteran benefits. Provides oversight for all research compliance operations assuring accurate responses are being provided for records research requests. Conducts quality and special focus reviews to ensure processes are being followed and all work is being completed timely. Responsible for quality reviews of records research responses and maintaining all training and guidance materials related to records research. As part of the RAR team participates in the oversight of the daily operations of the Veterans Benefits Management System - Records Research Center (RRC)Tool and the RRC document repository. Supports future enhancements to the tool and repository. Advises on the application of methodologies and techniques of program analyses and historical research related to the development of Veteran benefit claims. Coordinates with records personnel in Federal agencies responsible for maintaining official records/database/document repositories in researching requested materials. Identifies areas of research and analysis, original studies, and recommendations for changing objectives. Incumbent is expected to anticipate the organization's needs based upon policy. Follows records retention guidelines for accessibility, uses knowledge of policies and regulations to include 38 United States Code, 38 Code of Federal Regulations, and M21 to effectively manage records research. Serve as Contracting Officer Representative as needed. Performs other duties, as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-11, GS-12, GS-13. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:04/11/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-11 position you must have served 52 weeks at the GS-9 level. For a GS-12 position you must have served 52 weeks at the GS-11 level. For a GS-13 position you must have served 52 weeks at the GS -12 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-11 Grade Level: Specialized Experience: In addition to the experience required for a GS-11, applicants must have one year of Specialized Experience which is equivalent to the next lower grade (GS-9 level) in the normal line of progression for the position. Specialized Experience is defined as experience applying analytical and evaluative techniques, and pertinent agency regulations, policies and precedents to conduct detailed analysis of complex issues, work functions or work processes. GS-12 Grade Level: Specialized Experience: In addition to the experience required for the GS-12, applicants must have one year of Specialized Experience which is equivalent to the next lower grade (GS-11 level) in the normal line of progression for the position. Specialized Experience is defined as Providing advice and guidance for improvements on policies and making recommendations; Researching and interpreting program related laws, regulations, guidelines, and procedures; Analyzing management information requirements to operate program or administrative reporting systems. GS-13 Grade Level: Specialized Experience: In addition to the experience required for the GS-13, applicants must have one year of Specialized Experience which is equivalent to the next lower grade (GS-12 level) in the normal line of progression for the position. Specialized Experience is defined as experience diagnosing problems within the organization and implementing plans and means to make improvements and/or implement change; or experience developing the design of business processes, systems, technology, and/or job roles for a unit or organization. OR GS-11 ONLY Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR, GS-11 ONLY Combination : Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 18 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement.
