About the Position: This is a Supervisory Natural Resources Specialist GS-0401-11 position with the USACE Fort Worth District, Operations Division. This position is with the Piney Woods Regional Office located in Jefferson, TX, Jasper, TX and Texarkana, TX. There are 3 vacancies to be filled, one at each listed duty location.

Duties

Develops and executes planning and management of natural and man-made resources. Implement various natural resource and recreation programs (fish and wildlife, flood damage, encroachment, public use areas.) Implements the project Shoreline Management Plan Plans and executes all aspects of recreation management at the project.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • Must obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major in an acceptable degree field (usually 24 semester hours), as shown in A above, plus appropriate experience or additional education In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes performing at least 2 of the following 3 duties: (1) implementing plans for at least one of the following natural resources programs; fish and wildlife management, soil conservation, forest and range conservation, water quality, environmental stewardship, recreation, park administration, public relations, visitor assistance, public safety, historic properties management, real estate actions. OR (2) Provide oversight for preparation of documents pertaining to leasing and managing of project lands. OR (3) Assists in preparation of annual budgets for assigned programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: LeadershipNatural Resource ManagementOral CommunicationPlanning and EvaluatingProject Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
