About the Position: This position is for an Assistant Operations Project Manager with USACE, Southwestern Division, Operations Division, Piney Woods Regional Office and may be filled at one of the following locations: Jefferson, TX, Jasper, TX, OR Texarkana, TX.
Duties
As the Assistant Operations Project Manager, share fully in the provision of supervision over subordinate supervisors and team leaders, and indirect supervision over other employees.
Compile, analyze, and summarize financial data and develops detailed estimates and justification needed for funding to support important programs and project needs.
Develop or coordinate development of necessary designs, specifications, work plans, and cost estimates.
Ensure subordinate supervisors plan the work under their employees, establish workload priorities and make assignments based upon the difficulty, complexity and type of work.
Serve as the contractual authority on the acceptability and applicability of contractual matters related to the program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- May be required to serve a one year supervisory probationary period.
- This is a Testing Designated Position (TDP) - subject to pre-employment and random drug testing.
- May be required to travel 25% of the time.

Basic Requirement for Assistant Operations Project Manager:
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience
One year of specialized experience which includes: (1) Assigning and reviewing work, identifying training needs, addressing grievances or complaints of employees and interviewing applicants for vacant positions. AND (2). Analyzing and planning organization work priorities, budget requirements and goals related to natural resources management, security, environmental management, park recreation facilities, and construction or repair of roads, grounds and facilities. AND (3) experience in areas of contracting to include inspecting and monitoring contractor progress and contract compliance, negotiations and modifications to contract specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
