This position is located with the Bureau of Indian Affairs, Western Region in Phoenix, Arizona. The incumbent will provide expertise and technical assistance to Tribes and agencies regarding Tribal government. This is a Bargaining Unit position, for more information see What are bargaining units? NOTE: TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.

Duties

Provide quality expertise and technical assistance in the field of Tribal government within the scope of reviewing federal and Indian law to assist in reviewing Tribal enactments to determine what action is required to meet necessary requirements. Make recommendations and provide advice and assistance in matters involving Tribal organic documents and implementation of Department of the Interior and Indian Affairs polices affecting Indian Tribes. Assist management in planning and developing proposed regional procedures, guidelines, or manuals relating to Tribal government and assist in the implementation of such policies. Provide training to agency personnel, other Tribal government staff or Tribes regarding any matters involving Tribal government functions.

Qualifications

The following shows the type of experience required to qualify for this position. Tribal Government Specialist, GS-0301-12. 1 of year specialized experience at or equivalent to at least the GS-11 grade. Examples of specialized experience include this type of work experience: Assist in developing and recommending procedures, regulations, policies which serve as guidelines and directives in Tribal operations. Provide staff assistance in the development and administration of operations which are directed toward furnishing technical guidance and assistance to Indian Tribes in the progress of their social, economic and governmental improvement. Interpret the applicability of the Indian Reorganization Act of June 1934, as amended and other pertinent legislative enactments affecting Tribes. Provide assistance to the Tribes in the development and acceptance of sound business practices by Tribal groups and the formulation of such principles into resolution, ordinance or plan or operations. Ensure proper procedures are followed in accordance with all applicable laws by assisting in performing proper reviews of Tribal requests. Provide proper training of the agency personnel and to the Tribes for functions surrounding Tribal constitutions, Tribal enrollment, ordinances, the Secretarial Election process, and liquor ordinances. Develop training materials and train on 25 CFR, Part 81, and its modifications. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
