The primary purpose of this position TRANSPORTATION ASSISTANT (PERSONAL PROPERTY/INSPECTOR) GS-2102-07, is to serve as a quality control inspector, providing information on matters associated with personal property operations.
Duties
Observe, document, and evaluate carrier and contractor performance.
Council members regarding policies and procedures for proper preparation of personnel property for shipment and/or storage, including specialized items, to domestic and overseas locations.
Prepare documentation reporting carrier performance using automated systems.
Provide oversight on the direct procurement method (DPM) closed parentheses contract.
Assure that loading and unloading is done in a way to prevent damage and that contract specifications are being followed.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. An example of creditable specialized experience includes: performing work to arrange transportation for or perform other actions in connection with personal property; determine and advise on entitlements or procedures related to personal property shipment; knowledge of an extensive body of transportation rules, procedures, or operations governing entitlements and documentation requirements and provide or develop complete/accurate information, explain application of regulation, and resolves problems relating to personal shipments and/or storage in a timely manner. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the full range of transportation policies, practices, and techniques to include knowledge of personnel, property movement, personnel, property entitlements, carrier industry practices, international, state and local laws, and operations for shipping and storage within the transportation function.
Knowledge of the different instructions, regulations, directives, local operating procedures, and governing entitlements concerning shipment and storage of personnel property in order to run and track a quality program.
Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, and databases.
Skill in fact, finding problem analysis, problem resolutions and development of solid action plans to resolve problems.
Ability to gather, analyze and present facts and communicate effectively using tact and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
