As a Appraiser you will be responsible for the development and application of real estate asset management and portfolio management principles, with particular emphasis on fair market value analysis. This position is located in General Services Administration (GSA), Public Buildings Service (PBS) of the National Capital Region (NCR), Office of Portfolio Management & Customer Engagement (OPMCE). We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Ensures that reliable valuation services required by the Portfolio Management Division, in the establishment of the fair market value and/or fair annual rental of assets are obtained in a timely manner and on a cost effective basis. Incumbent is thus required to interface with providers within GSA Headquarters, within GSA nationwide, and sources in the private sector. Incumbent also develops guidelines for the valuation and rental analysis services required and monitor their implementation by providers of appraisal services. Uses appraisal expertise in the development of long-range strategies and plans for optimizing portfolio and asset performance. Coordinates with the Portfolio Management personnel responsible for the capital program in developing investment strategies and plans, which include development of investment proposals, allocation of capital, and raising capital, and disposition of assets. Develops and acquires advanced methods/tools for financial analysis of real estate including life-cycle cost-benefit analysis, net present value, internal rate of return, and net operating income, as well as, other appropriate valuation and analytical techniques. Provides training in use of these tools/techniques. Develops performance measures for the GSA portfolio that are consistent with public and private benchmarking practices. As required, performs reviews on a nationwide basis to ensure GSA portfolio performance is consistent with management goals and recommends corrective action to management on the basis of review findings.

Qualifications

Specialized experience is: developing and applying real estate asset management and portfolio management principles, with particular emphasis on fair market value analysis to optimize portfolio and asset performance. SELECTIVE PLACEMENT FACTOR (SPF):  In addition to the qualification requirements listed above, you must also meet the following SPF, which has been identified as: Possession of a State Certified General Appraiser license with credentials based on the minimum certification criteria issued by the Appraiser Qualifications Board (AQB) of the Appraisal Foundation. You must provide a photocopy of your State Certified General Appraiser's License with your application.
