This position is located in the VBA Central Office, Valuation, Washington, DC. The incumbent serves as Senior Appraiser (at minimum a certified residential license in at least one state) for the Loan Policy and Valuation section of the Loan Guaranty Service.

Duties

Formulate regulations, policies, and procedures. Respond to requests for policy interpretations relating to often complex and controversial issues and problems. Represent the organization in liaison meetings with external participants and stakeholders. Communicate clear and concise on technical and administrative correspondence. Interpret all statutes, regulations, policies, and directives. Resolve complex and unusual appraisal or construction- related problems. Meet with internal stakeholders to propose new technology to address organizational needs. Analyze data to be developed for distribution to a diverse audience.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/13/2024. The Office of Personnel Management's (OPM's) group qualification standards covering white collar occupations in the Federal competitive service can be found: Here Specialized Experience: GS-14: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-13) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: 1)Manage and implement recommendations involving resources or changes in established policies or procedures; 2) analyze and interpret current policies and procedures to articulate decisions with internal and external stakeholders; AND 3) perform research to support policy decisions and support leadership. There is no educational substitution for specialized experience at the GS-14 grade level. Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.

Education

There is no educational substitution for specialized experience at the GS-14 grade level.
