The primary purpose of this position is to perform Quality Assurance Evaluator (QAE) duties provide technical assistance and advice to the Base Civil Engineer (BCE) in ensuring quality control over the Contractor Operated Civil Engineer Supply Store (COCESS); and perform supply technician duties using TRIRIGA software for acquiring materials, tools and equipment necessary for efficiently accomplishing all facets of base maintenance operations.
Duties
Develops and executes quality assurance activities and surveillance over COCESS operations
Performs technica1 survey of approved COCESS contract and uses the results to develop a quality control plan
Provides assistance to customer, storage depots, or other organizations and performs general clerical support work
Organizes and chairs informal working groups of planners and craft persons in order to study proposed item pricing for new items to be included on the COCESS fixed-priced TRIRIGA Stock List number
Determines stock levels needed for non-recurring, specialized items based on usage, inventory, project demands, seasonal demands, changing customer needs, and projected depletion
Performs warehouse operations. Performs Air Force Environmental Management Information System (EMIS) data management for the Civil Engineer hazardous materials program

- Work will require the employee to drive a motor vehicle. An appropriate valid driver's license is required for this position
- Employee will be required to occasionally work uncommon tours of duty to include evenings, weekends and/or holidays and/or emergency overtime
- Work may occasionally require travel away from the normal duty station to provide support to geographically separated units, or to attend advanced training classes and seminars
- Employee will be required to train and/or mentor lower grade employees
- Performs other related duties as required (e.g., base preparation actions for distinguished visitors, annual Foreign Object Damage (FOD)-checks; to include other logistically significant duties as assigned by the supervisor
- This is a drug testing designated position. The incumbent is subject to random testing for drug use,
IAW AFI 90-508
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions
Qualifications
In order to qualify, you must meet the general work experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes knowledge of quality assurance procedures and analysis techniques to evaluate proposed or existing contracts, knowledge of governing supply regulations, policies, procedures, instructions, techniques, work methods, supply functions and operations, and knowledge of data entry and processing of supply transactions in an automated supply system.

EDUCATION: Completed a full four-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of college transcripts

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
For GS-07:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a body of purchasing regulations, methods, procedures, and business practices to make purchases involving specialized technical medical requirements with complex factors and to monitor contract performance .

EDUCATION: Have1 full academic year of graduate education of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position or superior academic achievement. NOTE: You must submit a copy of your college transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
GS 05-07:
1. Knowledge of Quality Assurance procedures and analysis techniques to evaluate proposed or existing contracts and to implement an effective government quality control program.
2. Knowledge of governing supply regulations, policies, procedures, instructions, techniques, work methods, supply functions and operations, reference material, and program requirements.
3. Knowledge of data entry and processing of supply transactions in an automated supply system.
4. Ability to read, interpret, and apply applicable reference material, such as supply regulations, manuals, catalogs, records, orders, etc., to accomplish tasks and resolve complex supply problems.
5. Ability apply basic analytical methods and techniques to resolve complex supply problems and/or deviate from normal supply management procedures or program requirements.
6. Ability to receive, screen, review, and verify supply documents and resolve discrepancies. Able to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
