About the Position: Serves as a Safety and Occupational Health Specialist within the District's Safety and Occupational Health Office. Serves a wide variety of high-risk operations and facilities such as lock and dam operations, floating plant operations, dredging program, etc.

Duties

Manage safety programs to reduce risk of injury to all personnel. Apply the use of EM 385-1-1, Occupational Safety and Health Administration (OSHA) and other regulations, policies and procedures pertaining to Occupational Safety and Health. Review contractor construction submittals for completeness and make recommendations to Contracting Officers regarding acceptance. Inspect construction sites to ensure safety procedures are being performed. Analyze, maintain, and interpret safety mishap data and trends and determines mitigation strategies to reduce mishap rates. Apply regulations, standards, and sound safety practices to detect and identify unhealthy conditions, hazardous operations and conditions and recommends proper safety and occupational health measures.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires a valid state driver’s license that must be maintained for the duration of employment.
  • This is a Career Program 12 (CP-12) Position and all ACTEDS requirements apply, to include, as a condition of employment employee must attain CP-12 Level I Certificate within twelve months of hire.
  • This position requires Temporary Duty Travel (TDY) up to 20% of duty time.
  • This position requires a pre-employment fit-for-duty physical.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education/experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. SPECIALIZED EXPERIENCE: GS-11: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position, which includes conductingsafety or occupational health program elements, developing, and recommending safety and occupational health policy to higher levels of management; preparing reports of findings on unhealthy conditions, hazardous operations and conditions; applying safety and occupational health laws, regulations, principles, theories, practices, and procedures. This definition of specialized experience is typical of work performed at the second grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12: To qualify based on your work experience, your resume must describe at least one year of experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to successfully perform the duties of the position, which includes Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards; developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Compliance InspectionOral CommunicationSafety and HealthTechnical Competence
