You will serve as a Interdisciplinary (General Engineer or Architect) located in Norfolk, Virginia of NAVFAC ENGINEERING SYSTEMS CMD MID-ATLANTIC.
The incumbent of this position will serve as Regional Coordinator (RC) for assigned NAVSUP Fleet Logistics Center (FLC) for products and services delivered by Naval Facilities Engineering Systems Command (NAVFAC) associated with Petroleum, Oil and Lubricants (POL) facilities.
Duties
You will determine long- and short-range program requirements such as manpower, materials, equipment and staff support.
You will analyze project results to ensure objectives are accomplished.
You will conduct pre-construction conferences to review contractors' basis for payment (e.g., schedule of prices, submittals, requests for information, impact notices).
You will collaborate on multi-disciplinary teams to formulate a solution for construction process improvement.
You will recommend system design modifications or changes based on test and evaluation results.
You will create architect-engineer project development and planning documents to entail all early project planning elements.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- The incumbent must have or achieve American Petroleum Institute certifications API 570 (Piping Inspector) and API 653 (Aboveground storage Tank Inspector), within 24 months.
Qualifications
This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: Registration as a Professional Engineer (PE) or Architect (RA). Do you possess such a registration? In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Possesses knowledge and experience with construction and Architect/Engineer contracts management of large and technically complex project portfolios; 2) Oversight (cradle to grave) in both pre and post award phases of projects; 3) Participated in or led a multi-functional team to develop standard practices or resolve problems; 4) Provides leadership and supervisory experience; multiple large and geographically dispersed projects; 5) Teambuilding, collaborating- achieve positive outcomes among multiple staffs and supported commands; 6) Use of information management systems to inform decision making process; and 7) Communicates and advises senior staff at the O6/GS15 level and above, including Flag/SES level leaders.
