You will serve as an Instructional Systems Specialist in the N7 Knowledge Management and Training office of MYNAVY CAREER CENTER MY NAVY CAREER CENTER.

Duties

You will plan coordinate and design web-based courses and instructor-based curriculum for target populations. You will provide advice and guidance in the establishment and execution of course plans, coordination and integration of instructional methods. You will develop course plans, use a systems approach to training, develop learning maps and perform learning analyses. You will serve as a technical expert on the development and revision of content, organization, style, format, emphasis and treatment of instructional material. You will provide curriculum change service and audit management support. You will design and develop interactive instructional material based on selected technological applications.

Qualifications

In addition to the Basic Requirements for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing course materials to train employees on pay and personnel services while applying analytical and evaluative methods to determine training effectiveness; 2) Providing training metrics to senior leadership about program needs, in addition to developing new approaches to training to meet future objectives; 3) Evaluating tasks against available technology to determine the most cost-effective method to meet training objectives; 4) Developing surveys to obtain feedback from students, supervisors, and instructors; and 5) Implementing processes that improve the efficiency and effectiveness of instructional programs. Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
  1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
  3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
